Responsibilities

• Conduct daily site supervision and inspections for compliance with drawings and specifications.
• Review contractor submissions including shop drawings and method statements.
• Identify discrepancies and coordinate resolution with Contract Administrator and consultants.
• Monitor progress to align with project schedule.
• Inspect materials, finishes, equipment, and workmanship before installation.
• Witness inspections, tests, mock-ups, and handover activities for quality control.
• Ensure adherence to WSH requirements and regulations.
• Maintain site records: diaries, reports, photos, inspection records.
• Coordinate with contractors, consultants, QP, and authorities for smooth execution.
• Participate in site meetings and report delays or safety issues promptly.
• Perform additional duties assigned by the Contract Administrator.

Job Summary

Greenmark Construction PTE LTD seeks a dedicated Technical Officer to supervise government infrastructure projects, ensuring construction complies with approved plans, quality standards, contract terms, and Workplace Safety and Health (WSH) regulations.

Responsibilities

• Conduct daily site supervision and inspections to verify compliance with approved drawings, specifications, contract terms, statutory regulations, and authority requirements
• Review and provide detailed feedback on contractors' submissions including shop drawings, material samples, product data, method statements, mock-ups, and technical documents
• Identify and report discrepancies, non-conformances, design issues, and potential construction problems; coordinate timely resolution with Contract Administrator and project consultants
• Monitor construction progress to ensure adherence to the approved project schedule
• Inspect and verify materials, finishes, equipment, and workmanship before installation
• Witness site inspections, testing, mock-ups, commissioning, and handover activities to ensure quality and compliance
• Monitor contractors' adherence to Workplace Safety and Health (WSH) requirements and relevant statutory regulations
• Maintain accurate and comprehensive site records, including inspection reports, progress reports, site diaries, photographic evidence, and documentation
• Coordinate effectively with contractors, consultants, Qualified Persons (QP), and relevant authorities to facilitate smooth project execution
• Participate actively in site, coordination, technical, safety, and progress meetings as required by the Contract Administrator
• Report delays, quality concerns, safety issues, and contractual matters promptly to the Contract Administrator
• Perform additional duties assigned by the Contract Administrator related to the project

Preferred competencies and qualifications

• Registered Technical Officer with the Institution of Engineers Singapore (IES) or Association of Consulting Engineers Singapore (ACES)
• Diploma or Degree in Civil Engineering, Building, Construction Management, Architecture, or related discipline
• Minimum 3 years of relevant experience in construction site supervision or infrastructure projects
• Proficient in Microsoft Office applications
• Strong communication, coordination, report writing, and problem-solving skillsAbility to interpret engineering drawings, technical specifications, and contract documents
• Self-motivated, responsible, and capable of working independently with minimal supervision
