Job summary

JCVL PTE. LTD. is seeking a capable site supervisor/Resident Technical Officer (RTO) to oversee deep excavation, drainage, and road works in Singapore. You will ensure safety, quality, and adherence to contract drawings and specifications, coordinating with main contractors and consultants.

You must hold a Diploma in C&S and a valid RTO certification (IES). Five years of RTO experience, with at least three in supervision, and willingness to shift work including night duty are required.

Qualifications

• Diploma in C&S discipline from a Polytechnic or equivalent.
• Valid 2026/27 RTO Certification accredited by IES.
• 5 years of relevant experience as RTO, with at least 3 years in supervision of: Deep excavation, drainage, pipe jacking, ground improvement, and monitoring data.
• Experience in viaduct, road/expressway works, and road & pavement work.
• Willingness to work shifts, including night shift.

Responsibilities

• Supervise timely execution of works and ensure quality per contract drawings, specifications, timeframe, and site instructions.
• Oversee installations and instruments, analyze and report monitoring results.
• Prepare defect lists and monitor rectification progress until full closure.
• Check quality of works, materials and samples; rectify non-conformities and report to OIC.
• Attend site meetings and keep minutes; coordinate between SO reps, main contractors, other contractors, consultants, and agencies.
• Inspect and assist with handover of completed works by other contracts.
• Maintain updated records of all works; review safety, environmental and health matters; maximize on-site safety with the safety team.
• Perform other adhoc duties.

• Perform all roles and responsibilities required of site supervisors, resident technical officers under BCA
• Supervise timely execution of the works and maintain quality control and ensure that works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions, and statutory requirements and specifications
• Ensure that structural elements or critical works are being carried out in accordance with approved plans
• Supervise all necessary and relevant installations, including of instruments — then analyse & report on instrumentation results
• Prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified
• Check on quality of works, materials and samples delivered to site, take measures to rectify any non-compliance and report to OIC on any materials not conforming to specifications
• Provide all necessary and relevant endorsements
• Attend site, progress, variation, QAQC and coordination meetings and to keep proper minutes of these meetings
• Communicate & coordinate effectively and efficiently between multiple parties: SO representative(s), main contractor(s), other contractor(s), consultant(s) & relevant agencies
• Inspect and assist with handing/taking over of completed works by other contracts
• Ensure that proper and updated records of all works are kept
• Review and supervise safety, environmental and health matters
• Working with the safety team, ensure that safety on site maintains at a maximum level
• Any other adhoc duties

Criteria

• Diploma in C&S discipline from a Polytechnic or Equivalent

1. Deep excavation, drainage, pipe jacking, ground improvement, supervising & installation of monitoring instruments and collating of monitoring dataand/or,
2. Viaduct, road/expressway works
3. Road & Pavement Experience

• Shift work, including night shift
