Job summary

RISE CONSULTANTS PTE. LTD. is seeking a Civil Engineering Resident Technical Officer (RTO) to supervise on-site construction works, ensuring adherence to project specifications, drawings, and safety regulations.

You will coordinate with QP, consultants, and contractors to deliver projects on time and to standard. The role requires RTO accreditation by IES or ACES, BCSS certification, and a degree or diploma in Civil Engineering, with 4–5 years of relevant site experience on LTA or similar

Qualifications

• Accredited as a C&S Resident Technical Officer (RTO) by IES or ACES.
• Certificate in BCSS (Building Construction Safety Supervision) or equivalent construction safety certification.
• Degree or Diploma in Civil Engineering.
• Minimum 4-5 years of experience as an RTO on LTA projects or similar site-based civil engineering roles.

Responsibilities

• Supervise construction works to ensure adherence to project specifications and drawings.
• Monitor site activities to confirm work aligns with approved construction drawings.
• Maintain accurate site inspection records for project tracking and compliance.
• Review drawings and specs to identify discrepancies and communicate findings to QP and contractors.
• Evaluate contractor method statements and inspect site works for approved methods.
• Enforce quality control measures on site to maintain construction standards.
• Monitor and enforce site safety protocols to comply with regulatory requirements.
• Participate in meetings with QP, project consultants, and clients to coordinate progress.

Responsibilities

• Supervise construction works to ensure adherence to project specifications, construction drawings, and Building Control Acts and Regulations
• Monitor site activities to confirm work aligns with approved construction drawings
• Maintain accurate and detailed site inspection records for project tracking and compliance
• Review construction drawings and specifications to identify discrepancies and communicate findings to Qualified Persons (QP) and contractors
• Evaluate contractor’s method statements, highlight inconsistencies, and inspect site works to ensure execution follows approved methods
• Enforce quality control measures on site to maintain construction standards
• Monitor and enforce site safety protocols to comply with regulatory requirements
• Participate in meetings with qualified persons, project consultants, and clients to coordinate project progress and resolve issues

Required competencies and certifications

• Accredited as a C&S Resident Technical Officer (RTO) by Institution of Engineering Singapore (IES) or Association of Consulting Engineers Singapore (ACES)
• Certificate in BCSS (Building Construction Safety Supervision) or equivalent construction safety certification
• Degree or Diploma in Civil Engineering
• Minimum 4-5 years of experience as a Resident Technical Officer (RTO) on LTA projects or similar site-based civil engineering roles

Preferred competencies and qualifications

• Experience in Civil Engineering projects including RTO duties
