Job summary

Jacobs is seeking a Resident Technical Officer (Architectural) for a Defense Project at Tengah Air Base, Singapore. You will assist the Architectural (QP)/Resident Architect in supervision, ensure compliance with regulations, and coordinate with other officers on-site.

The role requires a diploma in Architecture or Civil/Structural Engineering, RTO registration, and 5+ years of relevant experience. Defense project experience is a plus. 40-month contract with potential renewal.

Qualifications

• Diploma in Architecture or Civil & Structural Engineering from a local polytechnic or equivalent.
• RTO registration as Architectural with Singapore Institute of Architects.
• IES/ACES Singapore RTO certificate for the last 3 years.
• Minimum 5 years of relevant experience as a Resident Technical Officer.
• Experience on defense projects is an added advantage.
• Good working knowledge of architectural/interior design finishing and local Building Regulations.
• Ability to interpret drawings and contract documents.

Responsibilities

• Assist on-site supervision of architectural works and coordinate with other officers.
• Check contractor preliminaries against contract documents and regulations.
• Conduct quality control and site inspections to ensure standards.
• Verify drawings, service routes, and contractor setting out; report discrepancies.
• Maintain site records: progress, tests, variations, inspections, safety, diary.
• Attend site coordination meetings and assist RA during absences.

Your impact

Our Cities and Places Business is currently hiring a Resident Technical Officer (RTO) Architectural for a Defense Project within Tengah Air Base in Singapore.

Main duties:

• To assist the Architectural (QP)/Resident Architect (RA) in carrying out supervision works on site, including any off-site manufacturing, and also assist on supervising & coordination with other Resident Technical Officers at site.
• To check that contractor executes preliminaries items according to the contract documents and as required by prevalent Authorities' regulations.
• To study available documentation and take all reasonable steps and conduct Quality Control / Inspection of all Architectural works to ensure that quality and standards are achieved as required by Architectural (QP) / RA and as specified in the contract documents.
• To check and verify drawings, service routes and Contractor's setting out and report discrepancies or deviations to the Architectural (QP) / RA.
• To supervise, keep and maintain site records including but not limited to progress of works, record of tests, all variation instructions from the Architectural (QP) / RA, requests for inspections, site safety, site diary, construction sketch issuances, instructions given to Contractors, materials and equipment delivered to site, daily activities and weather conditions at site, and any other significant information.
• To attend site and technical coordination meetings as directed.
• To provide standing supervision as and when required by Contractors and/or as directed by the Architectural (QP) / RA, and in compliance with the relevant Building Control Regulations.
• To assist the Architectural (QP) / RA to verify reports and claims submitted by Contractors.
• Report on site safety, security and housekeeping matters.
• To attend to Contractor's queries and monitor works of Main Contractor, Sub-Contractors and direct Contractors/Suppliers at site.
• To inspect and take over completed works, report on defects and prepare list of defective works.
• To cover the duties of the RA in his absence.
• To undertake any other duties related to the project as and when instructed by the Architectural (QP) / RA.

Here's what you'll need

To be a successful candidate, you should possess:

• Minimum Diploma in Architecture or Civil & Structural Engineering from local Polytechnic or other tertiary institutions of equivalent standing.
• Registration as RTO (Architectural) with Singapore Institute of Architects.
• Registeration with IES/ACES Singapore for Resident Technical Officer's certificate for recent 3 years.
• A minimum of 5 years of relevant experience as a Resident Technical Officer. Experience on Defense projects would be a an added advantage.
• Good working knowledge of Architectural and Interior Design finishing works and compliance to local Building Regulations
• Ability to interpret the drawings and contract documents on works to be carried out.
• Good analytical ability

This role is open for Singaporean national only given the project clearance requirement.

Contract duration: 40 months, with possible renewal for another assignment
