Job summary

ZHENFU CONSULTANTS PTE. LTD. is seeking a Resident Engineer to lead on-site supervision of Civil & Structural works in Singapore. You will ensure compliance with drawings, specifications, statutory requirements, and safety standards while coordinating C&S and M&E activities.

The role requires a Bachelor’s in Civil Engineering, RE accreditation with IES, and at least 3 years of relevant experience, with demonstrated leadership of multidisciplinary site teams.

Qualifications

• Bachelor’s Degree in Civil Engineering recognised by PEB (Singapore).
• Accredited as a Resident Engineer (RE) with the Institution of Engineers Singapore (IES).
• Minimum 3 years of relevant civil engineering experience, including supervision of major building, infrastructure and/or geotechnical projects.
• Demonstrated ability to lead and manage multidisciplinary site teams, including RTOs.
• Strong knowledge of Singapore building regulations, construction practices, quality requirements and site safety standards.

Responsibilities

• Provide full-time site supervision of Civil & Structural (C&S) works compliant with drawings, specs, and statutory requirements.
• Supervise C&S and related M&E works, including concreting, drainage, formwork, and precast installation.
• Lead and coordinate the team of Resident Technical Officers (RTOs) on the project.
• Monitor workmanship, quality and site safety in line with regulations and approved statements.
• Review contractors’ submissions, inspection records and progress/variation claims for C&S and M&E.
• Coordinate with Qualified Person (QP), consultants and contractors to resolve technical and site-related matters.
• Conduct regular site inspections ensuring activities align with drawings and contractual requirements.
• Identify discrepancies and ensure timely corrective actions with proper documentation.
• Attend site progress, QA/QC, safety and coordination meetings; maintain accurate site records.

Job description

Key Responsibilities:

• Provide full-time site supervision of Civil & Structural (C&S) works, ensuring strict compliance with approved construction drawings, project specifications, applicable statutory requirements, and the Building Control Act and Regulations.
• Supervise, inspect, monitor, and coordinate C&S and related Mechanical & Electrical (M&E) works, including concreting, pavement construction, drainage systems, soil compaction, concrete curing, formwork, propping and de-propping, precast installation, and structural steel works.
• Lead, manage, and coordinate the team of Resident Technical Officers (RTOs) assigned to the project, ensuring effective site supervision, work allocation, performance, and reporting.
• Monitor contractors’ work progress and ensure a high standard of workmanship, quality, and site safety in accordance with statutory requirements, approved method statements, project specifications, and safety regulations.
• Review, verify, and endorse contractors’ technical submissions, inspection records, reports, method statements, progress claims, and variation claims relating to C&S and M&E works, where applicable.
• Coordinate closely with the Qualified Person (QP), consultants and contractors to resolve technical and site-related matters.
• Conduct regular site inspections and ensure that construction activities are carried out in accordance with approved drawings, specifications, and contractual requirements.
• Identify and follow up on site discrepancies, defects, non-conformities, and technical issues, ensuring timely corrective actions and proper documentation.
• Attend and actively participate in site progress, technical coordination, variation, QA/QC, safety, and other project meetings.
• Prepare and maintain accurate site inspection records, reports, progress updates, and relevant technical documentation.
• Perform other duties and responsibilities related to the project as assigned by the Project Consultant or Qualified Person.

Requirements:

• Bachelor’s Degree in Civil Engineering recognised by the Professional Engineers Board (PEB), Singapore.
• Accredited as a Resident Engineer (RE) with the Institution of Engineers Singapore (IES).
• Minimum 3 years of relevant civil engineering experience, including substantial experience in the supervision of major building, infrastructure, and/or geotechnical projects.
• Demonstrated ability to lead and manage multidisciplinary site teams, including RTOs, in complex construction environments.
• Strong knowledge of Singapore building regulations, construction practices, quality requirements, and site safety standards.
• Good communication, coordination, reporting, and problem-solving skills, with the ability to work effectively with consultants, contractors, authorities, and project stakeholders.
• Able to work independently, take ownership of site matters, and provide effective technical guidance to the project team.
• Willingness and flexibility to work shift schedules, weekends, or public holidays when required by project needs.
