Job summary

EVOLUTION RECRUITMENT SOLUTIONS PTE. LTD. is seeking a Regulatory Operations Manager to lead safeguarding and reporting for customer funds in Singapore. You will own PSN04 filings, liaise with MAS, and drive process improvements across Finance, Compliance and Risk.

The ideal candidate has 5+ years in regulatory operations, strong reconciliation skills, and hands-on use of Excel, Power BI and SQL to automate reporting.

Qualifications

• Minimum 5 years in regulatory operations or related fields.
• Experience in Singapore regulatory reporting incl. PSN04.
• Experience dealing with MAS or Singapore regulators.
• Strong analytical and reconciliation skills.

Responsibilities

Regulatory Operations Manager - Customer Funds Management

Industry: Payments / FinTech

Responsibilities

• Manage customer and merchant fund safeguarding activities, including segregation, reconciliation and monitoring of safeguarded balances.
• Prepare, review and support submission of Singapore regulatory reports, including safeguarding-related returns such as PSN04.
• Investigate safeguarding discrepancies, shortfalls and reconciliation breaks, and ensure timely remediation.
• Act as a subject-matter expert for safeguarding policies, controls and regulatory requirements under the Payment Services Act.
• Liaise with MAS and other regulators on regulatory queries, reviews, inspections and information requests.
• Maintain strong audit trails, supporting documentation and control evidence.
• Work closely with Finance, Treasury, Compliance, Legal, Risk, Operations and Technology teams.
• Improve and automate safeguarding and regulatory reporting processes to enhance accuracy and efficiency.

Requirements

• Minimum 5 years of relevant experience in regulatory operations, customer funds safeguarding, treasury operations or regulatory reporting.
• Payments or FinTech industry experience is mandatory .
• Strong hands-on experience in customer fund safeguarding, segregation and reconciliation.
• Experience preparing or owning Singapore regulatory reporting / filings, ideally including PSN04.
• Experience dealing directly with MAS or other Singapore regulators.
• Good understanding of the Payment Services Act and regulatory requirements applicable to payment institutions.
• Strong analytical, reconciliation, stakeholder management and problem-solving skills.
• Experience with reporting automation, Excel, Power BI, SQL or similar tools would be advantageous.
