Job summary

Subotiz in Singapore is seeking an experienced Compliance/MLRO to lead MAS licensing, AML/CFT and KYC programmes, and regulatory reporting for a growing fintech platform.

You will work closely with engineering and product teams to embed controls, manage incidents, and oversee risk assessments, audits, and staff training to ensure continuous compliance.

Qualifications

  • Bachelor’s degree required; Diploma with strong relevant experience considered.
  • Minimum 5 years’ experience across compliance and operational risk in fintech/payments or MAS-regulated environments.
  • Deep understanding of Singapore’s financial regulations, Payment Services Act, MPI licensing, and AML/CFT.
  • Experience developing AML/KYC frameworks and coordinating regulatory reporting.

Responsibilities

  • Lead MAS licensing and regulatory compliance activities, including MPI licence application and regulatory interactions.
  • Design and manage AML/CFT and KYC framework, including CDD/EDD, monitoring, and sanctions screening.
  • Act as MLRO, investigate and report suspicious activity and coordinate with authorities.
  • Collaborate with engineering and product teams to embed compliance into systems and workflows.
  • Oversee incident response, risk assessments, audits, and regulatory reporting to the Board.

Key Responsibilities
1. MAS Licensing & Regulatory Compliance
  • As the Company will apply for a Major Payment Institution licence, the successful candidate will be required to participate in the Company's MPI licence application process, including any interview.
  • Ensure ongoing compliance with all applicable laws and regulations under the Payment Services Act and the MPI licence.
  • Serve as the primary liaison with MAS on compliance, operational risk, and regulatory matters.
  • Prepare and submit all required regulatory returns, transaction reports, and incident notifications accurately and within deadlines.
  • Maintain compliance frameworks aligned with the Payment Services Act and MAS requirements.
  • Stay current with regulatory developments and implement necessary adjustments to internal policies and practices.
2. AML/CFT & KYC Programme Management
  • Design, implement, and maintain the company’s AML/CFT and KYC framework, including Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), transaction monitoring, and sanctions screening.
  • Act as the MLRO — identify, investigate, and report suspicious transactions to the appropriate authorities (STRO) in a timely manner, in line with legal and regulatory frameworks.
  • Develop and maintain compliance policies, SOPs, and internal training programmes.
  • Utilise financial and transactional data to detect anomalies and potential threats.
  • Lead fraud prevention, detection, and response processes.
  • Manage operational risk areas including fraud monitoring, disputes, chargebacks, and transaction anomalies.
  • Support the evaluation and implementation of AML/KYC and fraud detection platforms.
  • Coordinate risk response activities during system incidents or abnormal transaction events.
4. Technology Risk & Engineering Collaboration
  • Work closely with engineering, product, and IT teams to embed compliance and risk controls into system design and workflows.
  • Translate MAS requirements (including relevant FSM notices) into practical technical and operational requirements.
  • Review architecture decisions relating to auditability, access controls, data segregation, reconciliation, infrastructure resilience, and security controls.
  • Ensure systems support regulatory expectations including safeguarding/trust account reconciliation and operational uptime requirements.
5. Risk Assessment & Compliance Oversight
  • Assess potential compliance and operational risks in business operations, new products, and proposals.
  • Implement risk management strategies to mitigate identified risks and ensure continuous compliance.
  • Advise business and product teams on compliance-by-design and risk-by-design principles.
  • Review partnership agreements, operational processes, and marketing materials for regulatory and reputational risk.
6. Incident & Regulatory Response
  • Establish and maintain incident response procedures for fraud events, compliance breaches, and suspicious activities.
  • Conduct thorough investigations into suspected non-compliance and coordinate regulatory escalation.
  • Support MAS incident reporting requirements, including severe IT incident notifications within regulatory timelines.
  • Provide regular reporting on compliance and AML/CFT matters to the Board, including escalation of material issues.
7. Training, Audit & Stakeholder Management
  • Develop and deliver training to educate employees on compliance requirements and company policies.
  • Coordinate with internal and external auditors to facilitate compliance audits and follow through on recommendations.
  • Maintain strong relationships with channel partners’ compliance teams to ensure alignment across operational channels.
  • Collaborate with other departments and group/international entities to support group-wide compliance initiatives while ensuring controls are established at the Singapore entity level.
Qualifications and requirements

Required

  • Bachelor’s degree in Law, Finance, Commerce, Business Administration, or a closely related field (Diploma with strong relevant experience considered).
  • Minimum 5 years’ experience across compliance and operational risk within fintech, payments, banking, or other MAS-regulated environments.
  • Deep understanding of Singapore’s financial regulations, the Payment Services Act, SPI/MPI licensing requirements, and AML/CFT regulations.
  • Proven experience developing and implementing AML/KYC frameworks.
  • Experience in regulatory reporting and liaising with MAS or other regulatory authorities.
  • Must be legally permitted to work in Singapore.
Peferred
  • Prior experience acting as a CO and MLRO, particularly for an MPI licence holder.
  • Hands-on experience in fraud prevention, fraud investigations, and chargeback management.
  • Good understanding of technology risk management and technical concepts including APIs, audit logs, access controls, MFA, and system infrastructure.
  • Experience with fraud prevention and compliance platforms.
  • Relevant certifications such as CAMS, CRISC, FRM, or CFE (CAMS highly desirable).
