Job summary

COOL CONCEPT ENGINEERING PTE. LTD. in Singapore seeks an experienced M&E Quantity Surveyor to lead cost control across mechanical and electrical projects, from tendering through post‑contract administration.

You will prepare bills of quantities, cost plans, manage procurement, evaluate tenders, and provide financial advice to the project team, collaborating with consultants and clients to ensure best value and successful project delivery across all phases.

Qualifications

• Recognized degree or diploma in Quantity Surveying or Mechanical & Electrical Engineering.
• Minimum 5 years of tendering/costing experience.
• Strong knowledge of pre- and post-contract duties.
• Good working knowledge of forms/conditions of contract.
• Able to work independently and be a good team player with external consultants and clients.

• Formulate procurement strategy; prepare tender documents, cost reports and cost plans; administer tender process; evaluate tenders.
• Review variation requests; assess costs and progress payments; support final accounts.
• Collaborate with the Project Team to provide cost and financial advice across pre-, during and post-construction stages.

Job description

Responsibilities

• Lead on all M&E Quantity Surveyor related matters


• Responsible for the full suite of M&E Quantity Surveyor duties, from tender to pre-contract, post contract administration duties such as: review of contracts, quantity take-offs, preparing bills of quantities, sourcing and selecting of subcontractors, particularly for M&E disciplines;


• Formulate procurement strategy; prepare tender documentations, cost reports and cost plans; administer tender process; evaluate tenders and submit tender recommendation reports;


• Review variation request order; assess the associated variation costs, monthly financial report; process of progress payment and final account;


• Work closely with the Project Team to provide cost and financial advice as well as contractual support and advice during pre-construction, construction and post construction stage.

Requirements

• Recognized Degree or Diploma in Quantity Surveying or Mechanical & Electrical Engineering with relevant working experience as M&E QS in M&E projects.


• . Preferably for M&E QS with M&E experience


• Possess minimum 5 years of working experience in Project Tendering/Costing experience


• Strong technical background with sound knowledge of pre- and post-contract duties


• Good working knowledge of forms/conditions of contract


• Able to work independently and be a good team player as well


• Possess excellent people skills with the ability to integrate within a multi-disciplinary team and communicate with external consultants and clients,
