Job summary

Heptacon Construction Pte Ltd is seeking a detail-oriented Tender Manager to prepare quantity take-offs, cost estimates, bills of quantities and tender submissions. The role requires reviewing drawings and coordinating with the Construction team to capture special requirements and ensure accurate tender content.

You will handle contract management including document preparation, LOIs and progress claims, re-measurements and vendor cost comparisons.

Qualifications

• Diploma or Degree in Quantity Surveying, Building or equivalent; 2 years of construction experience.
• Experience in upgrading and A&A projects preferred.
• Able to interpret construction drawings, specifications and contract documents.
• Good knowledge of measurement, costing and contract administration.
• Proficient in Microsoft Excel and relevant quantity surveying software.
• Organized, detail-oriented and able to work independently.
• Good communication skills and ability to meet submission deadlines.

Responsibilities

• Tender Management: prepare take-offs, cost estimates, BOQs and tender submissions; review drawings; coordinate with Construction team.
• Contract Management: prepare contract documents, LOI/LOA, re-measure quantities and process claims.
• Financial & Commercial Management: monitor project costs, budgets, cash flow, payments and vendor reconciliations.

Tender Management

• Prepare quantity take-offs, cost estimates, bills of quantities and tender submissions.
• Conduct call of quotations, prepare cost comparison, liaise and negotiate with subcontractors and suppliers.
• Review CS, architectural and M&E drawings to ensure special requirements and annotations are taken into consideration and complete in the tenders.
• Consult and align Construction team on the scope of tender submission; highlight and seek agreement on special requirements or unusual scope.
• Communicate clearly on assumptions made during bill of quantities preparation.

Contract Management

• Prepare contract documents for sign off by respective parties and ensure accuracy and completeness; follow through on project warranty approval.
• Re-measure complete quantities (RC, archi, civil and precinct) with full sets of drawings and specifications.
• Obtain quotations and prepare cost comparisons from vendors.
• Administer the issuance of LOI, LOA, letter of undertaking and work order to ensure formalization of engagement.
• Conduct site measurements and maintain records to support claims.
• Prepare and submit progress claims, variation claims and final accounts.
• Other ad-hoc duties assign.

Financial and Commercial Management

• Assess subcontractors’ progress claims, variation quotations and finalization of subcontractors’ final account.
• Monitor project costs, budgets and cash flow.
• Monitor deduction for materials bought on behalf of subcontractors/suppliers.
• Process all vendors' payments and reconcile any discrepancies in due course.
• Prepare for construction budget approval and review working budget twice a year.
• Liaise with clients, consultants, subcontractors and project teams on contractual and commercial matters.

Job Requirements

• Diploma or Degree in Quantity Surveying, Building or equivalent with 2 years relevant experiences in construction.
• Experience in upgrading and A&A projects is preferred.
• Able to interpret construction drawings, specifications and contract documents.
• Good knowledge of measurement, costing and contract administration.
