Job summary

China Communications Construction Company Limited (Singapore Branch) is seeking an experienced Commercial Manager to oversee full-cycle commercial management for engineering projects from tendering to final settlement. You will coordinate with clients, supervisors and audit teams, ensuring profitability and cash flow across regional overseas projects.

The role demands a bachelor’s degree in finance/accountancy/civil engineering or related field and at least 8 years in a main-contractor

Responsibilities

• Tendering & Quotation Support: Participate in tender document review, risk identification and project cost estimation for project portfolios.
• Full-cycle Contract Management: Support the whole lifecycle contract administration, monitor contract performance and variations.
• Commercial Ledger & Project Business Analysis: Establish ledgers; analyze budget vs actual costs for decision-making.
• External Liaison & Coordination: Liaise with clients and authorities; promote interim measurement verification and payment procedures.
• Financial Settlement & Cost Control: Track project cost; manage subcontractor settlements and cash flow.
• Document Filing & Closing Management: Organize and archive tender, contract and variation documents; support closeout.
• Overseas Regional Commercial Coordination: Manage overseas commercial affairs; handle bank guarantees and FX settlement.

Job description

Work Location: Changi

Working hours: Monday - Saturday ; 8am - 6pm

Responsible for the full-cycle commercial management of engineering projects, covering tendering and quotation, contract negotiation and review, interim measurement and progress claim application, site variation confirmation and claim management, sub-contractor commercial control, dynamic target cost tracking, as well as project final settlement and payment collection. Oversee project commercial ledgers, liaise with clients, supervisors and audit teams, identify contractual risks, and ensure project profitability and cash flow. Undertake regional commercial coordination, bank guarantee and foreign exchange related commercial affairs for overseas projects.

• Tendering & Quotation Support: Participate in tender document review, risk identification and project cost estimation for project portfolios, ensure the completeness, accuracy and timely submission of tender documents to meet tender requirements.
• Full-cycle Contract Management: Support the whole lifecycle contract administration, monitor contract performance, maintain standardized contract ledgers, and handle contract variations, supplementary agreements and other contractual affairs throughout project execution.
• Commercial Ledger & Project Business Analysis: Establish and maintain systematic ledgers covering tendering, interim measurement, site variation, claim and subcontract settlement. Organize cross-departmental project operational analysis, compare budgeted cost with actual cost, identify potential operational and commercial risks, and provide accurate data support for project business decision-making.
• External Liaison & Coordination: Serve as the key liaison with clients and supervisory authorities, actively promote interim measurement verification and payment collection procedures, and maintain stable and positive business relationships with all project stakeholders.
• Financial Settlement & Cost Control: Conduct dynamic tracking of target project cost, manage subcontractor commercial settlement and progress payment, optimize project cost structure, and ensure effective control of project profit and cash flow.
• Document Filing & Closing Management: Classify, organize and archive all commercial documents including tender files, contract documents, variation orders, measurement records and final settlement reports. Support project closure, final audit and other follow-up project completion procedures with standardized document management.
• Overseas Regional Commercial Coordination: Manage overseas project-specific commercial affairs, coordinate bank guarantee issuance and renewal, handle foreign exchange settlement and relevant regional commercial compliance work, and ensure smooth commercial operation of offshore projects.
