Job summary

KAJIMA OVERSEAS ASIA (SINGAPORE) PTE. LTD. seeks a Quantity Surveying Manager to lead the QS function from tender through project completion, develop commercial strategies, manage cost control, procurement, and contract administration across multiple projects.

You will mentor the QS team, ensure governance, and provide strategic commercial advice to senior management while negotiating with clients and subcontractors to maximise profitability.

Qualifications

  • Bachelor's degree in quantity surveying, building, construction management, civil engineering, or related discipline.
  • Minimum 10-12 years of relevant quantity surveying experience, including at least 3 years in a supervisory or managerial role.
  • Strong knowledge of commercial management, cost control, procurement strategies, contract administration, and dispute resolution.
  • Proven experience in leading quantity surveying teams and managing multiple projects simultaneously.
  • Proficient in Microsoft Office and quantity surveying software (e.g. CostX, Glodon, Cubicost, or equivalent).

Responsibilities

  • Lead Commercial and Tender Management: Develop commercial strategies for tenders and projects; Review and approve tender submissions before submission; Lead procurement planning and subcontract award strategies; Oversee tender evaluations, commercial negotiations, and contract awards; Approve Bills of Quantities, cost estimates, and tender documentation; Ensure compliance with contractual, regulatory, and company requirements.
  • Lead Cost Planning and Financial Control: Establish project cost management strategies and budgets; Monitor financial performance across multiple projects; Review project cash flow forecasts and profitability reports; Review engineering proposals and cost optimisation initiatives; Identify commercial risks and implement mitigation strategies; Report commercial performance to senior management.
  • Manage Contracts and Commercial Risks: Oversee contract administration throughout the project lifecycle; Lead negotiations on contractual claims, variation orders, and dispute resolution; Approve interim payment certifications and final accounts; Manage commercial correspondence with clients and consultants; Ensure contractual compliance and governance across projects; Provide strategic advice on contractual and commercial matters.
  • Lead Team and Business Performance: Manage, mentor, and develop the Quantity Surveying team; Allocate manpower and monitor team performance; Establish best practices, standard operating procedures, and commercial processes; Support business development by providing commercial input for new opportunities; Develop key client relationships and maintain stakeholder engagement; Drive continuous improvement initiatives within QS function; Support senior management in achieving company financial and operational objectives.

Job Role

The Quantity Surveying Manager leads the Quantity Surveying function and is responsible for the overall commercial management of construction projects from tender stage through project completion. He/She develops commercial strategies, establishes cost management frameworks, oversees procurement activities, contract administration, and project profitability across multiple projects.

He/She manages and develops the Quantity Surveying team, ensuring consistency in commercial practices, compliance with contractual obligations, and achievement of business objectives. He/She provides strategic commercial advice to senior management and project teams while leading negotiations with clients, consultants, contractors, and subcontractors.

He/She drives continuous improvement in commercial processes, identifies business opportunities, manages commercial risks, and ensures the successful financial delivery of projects.

He/She demonstrates excellent leadership, commercial acumen, negotiation skills, and strategic thinking while fostering a high-performing team.

Key Responsibilities

Lead Commercial and Tender Management
