Job summary

CHINA COMMUNICATIONS CONSTRUCTION COMPANY LIMITED (SINGAPORE BRANCH) is seeking a QA/QC Manager in Singapore's West Area to lead quality assurance across civil projects. You will manage PQP, coordinate the QMS, and drive audits with internal teams and clients.

Qualifications

• Bachelor's Degree in Quality Management / Engineering / Construction or equivalent.
• Minimum 10 years of experience in QAQC construction / civil engineering industry.
• Familiar with construction safety procedures, quality tools, and methodologies.
• Having experiences in LTA Project / large-scale projects would be advantageous
• Good analytical skills and troubleshooting skills.
• Team player with the ability to work independently.
• Good communication skills, both written and oral.

Responsibilities

• Develop, manage, update, and review PQP per Company Quality Manual.
• Prepare, implement, document, maintain, coordinate, and monitor the QMS.
• Conduct all training related to quality of material and workmanship.
• Lead and manage the QA/QC team to implement QA/QC processes.
• Oversee documentation forms and ensure accessibility and consistency.
• Prepare and submit closing reports for audits (ISO, safety, quality, client).
• Create ITPs and associated testing, including mock-ups and samples.
• Close NCRs and NCNs and track corrective actions.
• Coordinate internal meetings with staff, subcontractors, clients.

Job Descriptions

• Develop, manage, update, and review PQP and ensure it follows the specifications stated in the Company Quality Manual
• Preparation, implementation, documentation, maintenance, coordination, and monitoring of the QMS
• Conduct all training related to quality of material and workmanship
• Review and oversee project specifications, general requirements, and construction drawings to ensure compliance with quality standards
• Lead and manage the QA/QC team, including QA/QC Engineers, to ensure effective implementation of quality assurance and control processes throughout the project lifecycle
• Oversee the management, improvement, and enhancement of all quality-related forms used throughout the project
• Create, update, and manage summaries for all project documents, drawings, letters, and forms, ensuring accessibility and consistency
• Lead and coordinate the preparation and submission of closing reports for all audits, including ISO, safety, quality, CONQUAS, cross project, client, and site audits
• Create, manage, and arrange ITPs and all associated testings, including mock-up and material samples
• Issue, monitor, manage, and ensure the closure of all NCRs and NCNs
• Ensure project quality alignment with Company and PQP
• Highlight and address areas of concern with Project Manager
• Lead and manage project document database, including all filing and ensuring documents are organised and accessible
• Chair QAQC, management review meetings
• Attend internal coordination meetings with all employees, subcontractors/suppliers
• Attend meeting with Client, Consultants, Subcontractors, Suppliers, testing lab and all 3rd parties.
• Oversee distribution and submission, of all documents and drawings to all clients, consultants, sub-contractors, and third parties
• Communication of quality metrics and performance through timely reports, project meetings to company management
• Review and submit monthly project reports to clients and internal stakeholders regarding quality metrics and performance
• Oversee quality inspections on-site for all activities involving clients, RE, RTO, and subcontractors
• Review and comment on method statements to ensure quality requirements are met
• Plan, organise, and conduct internal surveillance and audits of sub-contractors, suppliers
• Prepare and provide comments and suggestions on choice of materials, subcontractor in consideration of quality requirements
• Responsible for all materials submission to Client, Consultants.
• Perform all duties in accordance with CCCC policies, processes, systems, reporting, and procedures
