Job summary

HSL Innovation Pte. Ltd. in Singapore seeks a seasoned Quantity Surveyor to lead the M&E QS team on multiple projects.

You will manage BQ, cost estimates, tender submissions, and commercial input during design; drive value engineering, cost control, and client negotiations; mentor the QS team and ensure profitable project delivery. Collaboration with Design, Engineering, BIM and Project teams is essential to deliver buildable designs, with familiarity in Singapore standard contracts preferred

Qualifications

• Degree in Quantity Surveying or related discipline.
• Minimum 8 years of experience in M&E quantity surveying.
• Strong experience in BQ preparation, tendering, cost planning, contract administration, and final accounts.
• Strong understanding of M&E design, D&B project delivery, and engineering coordination.
• Ability to review M&E design drawings and provide commercial and cost management advice.
• Experience in value engineering and cost optimization.
• Familiarity with Singapore standard forms of contract preferred.
• Experience with BIM-based quantity take-off and cost management software is an advantage.

Responsibilities

Key Responsibilities

• Lead and manage the Quantity Surveying team for multiple M&E projects.
• Oversee the preparation and review of Bills of Quantities (BQ), cost estimates, and tender submissions.
• Review M&E design proposals and provide commercial input during the design development stage.
• Collaborate with the Design, Engineering, BIM, and Project teams to ensure cost-effective and buildable design solutions.
• Lead value engineering and cost optimization initiatives.
• Monitor design changes and assess their impact on project cost, procurement, and project profitability.
• Manage procurement strategies, subcontractor evaluations, and commercial negotiations.
• Oversee contract administration, progress claims, variation orders, and final accounts.
• Monitor project budgets, forecasts, cash flow, and overall commercial performance.
• Mentor and develop the QS team.

Requirements

• Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or a related discipline.
• Minimum 8 years of experience in M&E quantity surveying.
• Strong experience in BQ preparation, tendering, cost planning, contract administration, and final accounts.
• Strong understanding of M&E design, Design & Build (D&B) project delivery, and engineering coordination.
• Ability to review M&E design drawings and provide commercial and cost management advice throughout the design process.
• Experience in value engineering and cost optimization.
• Familiarity with Singapore standard forms of contract is preferred.
• Experience with BIM-based quantity take-off and cost management software is an advantage.
