Job summary

obayashi singapore private limited is seeking a QA/QC Manager to lead the quality assurance and control functions for data centre construction projects in Singapore. Qualifications

  • Bachelor's degree in Civil, Mechanical or Electrical Engineering or related discipline.
  • Minimum 8 years of QA/QC experience, including data centre projects.
  • Strong knowledge of QA/QC systems, ISO 9001, ITPs, and commissioning processes.
  • Experience managing quality for civil, architectural, MEP, and mission-critical facilities.
  • Familiar with client quality requirements, testing and commissioning procedures, and handover documentation.
  • Strong leadership, communication, analytical and problem-solving skills.

(A) Job Summary

The QA/QC Manager is responsible for leading and managing the Quality Assurance and Quality Control (QA/QC) function for data centre construction projects. The role ensures all civil, structural, architectural, and MEP works comply with project specifications, client requirements, industry standards, and quality management systems throughout the project lifecycle.

(B) Essential Job Functions:

  • Develop, implement, maintain and continually improve the Project Quality Management Plan, project quality procedures and quality objectives.
  • Ensure all project documents, workflows and quality processes comply with Integrated Management System, approved procedures and document-control requirements.
  • Lead and manage QA/QC activities for civil, structural, architectural and MEP works throughout design, procurement, construction, testing, commissioning and handover.
  • Ensure construction works comply with contract specifications, approved drawings, client standards, statutory requirements, applicable codes and approved quality plans.
  • Review and endorse Inspection and Test Plans, method statements, material submissions, shop drawings, inspection checklists and other quality documentation.
  • Establish inspection, hold-point, witness-point and testing requirements for critical data centre systems, equipment and installations.
  • Coordinate factory inspections, Factory Acceptance Tests, Site Acceptance Tests and equipment delivery inspections for critical plant and systems.
  • Oversee installation inspections, pre-commissioning, testing, commissioning and integrated systems testing in coordination with the commissioning team.
  • Ensure traceability of materials, equipment, test results, calibration records, warranties and manufacturer documentation.
  • Manage non-conformances, corrective actions, preventive actions, root-cause investigations and timely close-out.
  • Conduct internal quality audits and coordinate client, consultant, authority and certification audits.
  • Lead quality meetings and provide technical direction to QA/QC engineers, inspectors, subcontractors and project teams.
  • Coordinate quality interfaces among design, construction, MEP, commissioning, vendors, suppliers and specialist contractors.
  • Monitor quality KPIs, inspection performance, defect trends and recurring issues, and implement continual-improvement measures.
  • Support the project team in preparing for Regulatory Inspection, Temporary Occupation Permit inspections and other statutory submissions.
  • Coordinate with the relevant project disciplines to track, respond to and close regulatory, authority, consultant and client inspection comments.
  • Ensure readiness of works, records and supporting documents for RI, TOP and other statutory inspections.
  • Coordinate quality-related completion activities, including defect close-out, punch-list clearance, testing records and final inspections.
  • Ensure proper preparation, review and submission of as-built records, O&M manuals, warranties, testing and commissioning documents, turnover packages and handover dossiers.
  • Verify that handover records are complete, approved, traceable and submitted in accordance with contractual, statutory, client and IMS requirements.
  • Support phased handover, operational acceptance and final handover to the client.
  • Mentor and supervise QA/QC personnel to maintain consistent quality standards across all work packages.
  • Perform other duties and responsibilities assigned by project or company management.

(C) Minimum Qualifications/ Job Experience:

  • Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
  • Minimum 8 years of QA/QC experience, including experience on data centre construction projects.
  • Strong knowledge of QA/QC systems, ISO 9001, Inspection & Test Plans (ITPs), and commissioning processes.
  • Experience in managing quality for civil, architectural, MEP, and mission-critical facilities.
  • Familiar with client quality requirements, testing and commissioning procedures, and project handover documentation.
  • Strong leadership, communication, analytical, and problem-solving skills.
