Responsibilities

  • Lead end-to-end planning, scheduling, and execution of underground utility projects, including sewer lines, power ducts, telecom conduits, PUB water pipelines, gas pipelines, manholes and chambers.
  • Develop and manage detailed project timelines, milestones, and resource plans.
  • Liaise with government authorities (PUB, SP PowerGrid, Gas, Telecom) for design approvals, permits, and inspections.
  • Supervise and guide the work of site engineers, civil supervisors, and subcontractors.
  • Identify potential project risks and develop mitigation strategies to resolve issues promptly.
  • Control project costs, approve procurement of materials, equipment, and subcontractor works.
  • Oversee QA/QC procedures and ensure compliance with local codes and authority standards.
  • Ensure adherence to health, safety, and environmental standards and conduct site audits.
  • Coordinate final inspections and testing with authorities and handover with client approvals.

Job description

Roles and Responsibilities:
1. Project Planning and Execution

Lead end-to-end planning, scheduling, and execution of underground utility projects, including:

  • Sewer lines
  • SPPG (Power Ducts)
  • Telecom conduits
  • PUB water pipelines
  • Gas pipelines
  • Manholes and chambers

Develop and manage detailed project timelines, milestones, and resource plans.

Ensure adherence to budget, scope, and timeline.

2. Stakeholder and Authority Coordination

Liaise with government authorities (PUB, SP PowerGrid, Gas, Telecom) for design approvals, permits, and inspections.

Manage communications with clients, consultants, and third-party utility providers.

Conduct coordination meetings to resolve utility clashes and interface issues.

3. Team Leadership

Supervise and guide the work of site engineers, civil supervisors, and subcontractors.

Assign roles and responsibilities to the project team and ensure alignment with project goals.

Motivate teams to achieve productivity, safety, and quality targets.

4. Risk Management

Identify potential project risks (e.g., utility conflicts, environmental issues, delays).

Develop mitigation strategies and implement preventive measures.

Resolve technical, commercial, and site-related issues promptly.

5. Cost and Resource Management

Control project costs and track expenditures against the budget.

Approve the procurement of materials, equipment, and subcontractor works.

Optimise the usage of manpower, equipment, and materials.

6. Quality Control and Compliance

Oversee the implementation of QA/QC procedures across all utility work.

Ensure compliance with technical specifications, local codes, and authority standards (e.g., LTA, PUB, EMA).

Review and approve method statements, ITPS, and test results.

7. Safety Oversight

Ensure adherence to all health, safety, and environmental (HSE) standards.

Monitor implementation of safety plans during excavation, trenching, and confined space work.

Conduct regular site audits and lead incident investigations when necessary.

8. Documentation and Reporting

Monitor and approve daily, weekly, and monthly progress reports.

Ensure proper documentation of inspections, permits, approvals, and change orders.

Prepare and submit reports to clients, stakeholders, and senior management.

9. Testing, Commissioning, and Handover

Coordinate final inspections and testing (hydrostatic, air, mandrel, etc.) with relevant authorities.

Ensure all as-built drawings and documentation are completed.

Oversee project handover procedures, including punch list closures and client approvals.
