Job summary

dadaconsultants pte. ltd. is assisting a Singapore government agency responsible for the built environment with recruiting a Senior Project Manager for a cloud-hosted enterprise payment platform.

The role focuses on stability, security, and onboarding new digital services during warranty and maintenance. Qualifications

• 5+ years of experience managing enterprise applications, technology projects, or digital platforms.
• Experience with project and service governance processes across production systems (incident, problem, change, release).
• Working knowledge of cloud environments (AWS preferred) and CI/CD pipelines.
• Familiarity with API integrations and enterprise application ecosystems.
• Strong stakeholder and vendor management, bridging business and technical teams.
• Experience in the public sector, regulated environments, or financial/payments systems is a bonus.

Responsibilities

• Oversee day-to-day operations, maintenance, and support of the enterprise payment platform to maintain reliability and business continuity.
• Manage warranty support activities with defect tracking and issue resolution in coordination with the outsourced vendor.
• Lead onboarding of new digital e-services onto the platform, including planning, testing, and go-live support.
• Collaborate with Business Analysts to assess enhancement requests and translate them into delivery work items.
• Assist Finance with payment operations, expenditure tracking, and audit-related requirements.
• Coordinate releases, deployments, and system changes per IT governance and change control processes.
• Monitor and escalate cybersecurity, data protection, and compliance risks; implement mitigations.
• Manage vendor performance and service delivery, reporting progress to senior leadership.

Job description

Our client is a government agency in Singapore responsible for the built environment sector, operating a cloud-hosted enterprise payment platform that supports a wide range of digital services and financial transactions. This role exists to ensure the platform remains stable, secure, and continuously improved during its warranty and maintenance phase, while supporting the onboarding of new digital services onto the platform. It is an excellent opportunity for an experienced project manager who thrives at the intersection of technology delivery, stakeholder management, and operational governance, contributing directly to the reliability of public-facing digital payment services.

Key Responsibilities

• Oversee the day-to-day operations, maintenance, and support of the enterprise payment platform to maintain service reliability and effective business continuity
• Manage warranty support activities, including defect tracking, issue resolution, and follow-up actions in close coordination with the outsourced vendor
• Lead the onboarding of new digital e-services onto the platform, covering planning, requirements coordination, testing, implementation, and go-live support
• Partner with Business Analysts and business stakeholders to assess enhancement requests, clarify requirements, and translate them into actionable delivery work items
• Collaborate with the Finance team to support payment operations, expenditure tracking, reporting needs, and audit-related requirements
• Coordinate application releases, production deployments, and system changes in accordance with established IT governance and change management processes
• Monitor and manage operational, cybersecurity, data protection, and compliance risks, ensuring timely escalation and mitigation where required
• Manage vendor performance and service delivery to ensure adherence to contractual obligations, agreed service levels, and quality standards, while providing regular progress updates to senior leadership

Requirements

• Degree in Information Technology, Computer Science, Engineering, Business, Project Management, or a related discipline, with at least 5 years of experience managing enterprise applications, technology projects, or digital platforms
• Proven experience in project and service management, including incident, problem, change, release, and service governance processes across business-critical production systems
• Working knowledge of cloud-based environments (preferably AWS), along with familiarity with CI/CD pipelines, source code management tools, and secure software delivery practices (experience with Government Commercial Cloud and SHIP-HATS governance frameworks is a bonus)
• Experience supporting payment systems, financial applications, or customer-facing digital platforms, with an understanding of API integrations and enterprise application ecosystems
• Strong stakeholder and vendor management skills, with the ability to bridge business and technical teams and drive outcomes through structured coordination across Finance, Business Analyst, and vendor counterparts
• Prior experience in the public sector, regulated environments, or financial/payment systems (is a bonus)
