Job summary

Job Description

The Project Manager is responsible for planning, executing, monitoring, and closing projects in a secure and regulated environment, with a focus on Singapore government-related initiatives. The role requires strong stakeholder management, disciplined project governance, risk and issue management, and the ability to deliver projects on time, within scope, and within budget while ensuring compliance with security, regulatory, and organizational standards.

Key Responsibilities
  • Lead end-to-end project management activities from initiation to closure.
  • Work with both internal and external stakeholders to define scope, objectives, deliverables, and timelines.
  • Develop project plan, work breakdown structures, milestones and dependencies, resource planning.
  • Prepare and conduct project kick-off meetings, status updates and stakeholder reviews.
  • Track project progress against schedule, scope, budget, and quality targets.
  • Manage project risks, issues, assumptions, and dependencies; ensure timely escalation and resolution.
  • Coordinate cross-functional teams to ensure clear ownership and delivery accountability.
  • Monitor project financials including budget, actuals, commitments, and forecast.
  • Ensure compliance with government security requirements, internal policies, and approved delivery processes.
  • Support documentation needs including SOW, status reports, meeting minutes, and closure reports.
  • Manage vendor and third‑party delivery where applicable.
  • Ensure deliverables are completed with proper approvals, testing, and handover.
Required Qualifications
  • Diploma or Degree in Project Management, Business, Information Technology, Engineering, or related discipline.
  • Minimum 3 to 8 years of experience in project management or project coordination.
  • Experience working on government, secure, regulated or enterprise IT projects is highly preferred.
  • Strong understanding of project governance, scheduling, stakeholder engagement, and risk management.
  • Proficiency in project management tools such as MS Project, Excel, PowerPoint, Jira, or equivalent.
  • Strong communication, facilitation, and problem‑solving skills.
  • Ability to work independently and manage multiple priorities in a fast‑paced environment.
Preferred Requirements
  • Project management certification such as PMP, PRINCE2, CAPM, or equivalent.
  • Experience working in secure environments and compliance requirements.
  • Familiarity with government processes and/or security-related delivery standards.
