No deviation in Singapore is seeking an experienced Project Manager (Engineering) to lead pharmaceutical engineering and CAPEX projects from initiation to handover. You will drive project planning, cost and schedule control, risk management and supplier coordination to ensure safe, compliant delivery within scope and budget.

The role requires strong stakeholder management, experience with multi-phase projects and a focus on HSE, quality and regulatory alignment in a GMP environment.

Qualifications

  • Degree in Engineering or related technical discipline.
  • Strong experience in engineering project management / CAPEX project delivery within regulated manufacturing.
  • Proven ability to manage projects across Concept, Definition Design, Procurement, Construction, Commissioning, Handover.

Responsibilities

  • Develop Project Charters, Business Cases, CAPEX requests and initiation docs.
  • Define project scope, execution strategy and delivery objectives.
  • Develop and maintain: schedules, WBS, CBS, cost estimates and forecasts, execution and controlling plans.
  • Conduct risk assessments for safety, quality, technical and execution risks.
  • Establish change control, risk management and reporting processes.
  • Coordinate sourcing, tendering, vendor selection and contract award.
  • Lead engineering consultants, vendors and contractors; oversee safety and quality.

Position Overview

We are seeking an experienced Project Manager (Engineering) to lead and coordinate pharmaceutical engineering / CAPEX projects from project initiation through execution, commissioning and final handover.The successful candidate will be responsible for overall project planning, cost and schedule control, risk management, procurement, contractor management, construction execution and project governance, ensuring projects are delivered safely and in accordance with agreed scope, quality, budget and timeline requirements.

Key Responsibilities
  • Develop Project Charters, Business Cases, CAPEX requests and project initiation documentation.
  • Define project scope, execution strategy, delivery methodology and overall project objectives.
  • Develop and maintain:
    • Project schedules
    • Work Breakdown Structures (WBS)
    • Cost Breakdown Structures (CBS)
    • Cost estimates and forecasts
    • Project execution and controlling plans
  • Perform project risk assessments covering safety, quality, technical, functional and execution risks.
  • Establish project change control, risk management and reporting processes.
  • Develop sourcing and procurement strategies and support tendering, vendor selection and contract award.
  • Prepare technical specifications, Bills of Quantities and supporting procurement documentation.
  • Manage and coordinate engineering consultants, vendors, contractors and other third parties.
  • Lead project HSE planning and ensure contractor compliance with site safety requirements.
  • Conduct project reviews including Technical Quality Reviews, constructability reviews and Stage Gate assessments.
  • Monitor and report project performance against cost, schedule, scope, quality and risk.
  • Manage project changes, claims, deficiencies and deviations throughout execution.
  • Coordinate statutory approvals and permits where required.
  • Lead or oversee construction management and installation supervision activities.
  • Coordinate new equipment FAT, SAT, inspections and technical acceptance.
  • Develop project turnover and handover strategies and coordinate completion activities.
  • Ensure project documentation is properly managed, archived and transferred to the relevant operational teams.
  • Manage provisional and final project handover.
  • Prepare final project reports, benchmarking information and lessons learned.
  • Ensure investment projects are delivered in accordance with customer requirements for cost, schedule, functionality, safety and quality.
Required Qualifications
  • Degree in Engineering or a related technical discipline.
  • Strong experience in engineering project management / CAPEX project delivery, preferably within the pharmaceutical, biotechnology or regulated manufacturing industry.
  • Experience managing projects across multiple phases including:
    Concept / Definition Design Procurement Construction Commissioning Handover.
  • Good understanding of project controls including budgeting, cost forecasting, scheduling, risk management and change control.
  • Experience managing engineering contractors, equipment vendors and construction activities.
  • Familiarity with FAT, SAT, equipment installation and commissioning activities.
  • Knowledge of pharmaceutical / GMP engineering environments would be highly advantageous.
  • Strong understanding of project HSE and contractor safety management.
  • Strong stakeholder management, communication and coordination skills.
  • Able to work independently and manage multiple project interfaces in a fast-paced environment.
