Job summary

No deviation PTE. LTD. is seeking an experienced Project Manager (Engineering) to lead pharmaceutical engineering / CAPEX projects from initiation through execution, commissioning and handover.

You will manage scope, cost, schedule, risk and procurement while coordinating diverse vendors and contractors to deliver safely and on time. The role requires strong project controls, governance, and stakeholder coordination in a regulated pharmaceutical setting, with a focus on cost control and timely

Qualifications

• Degree in Engineering or a related technical discipline.
• Extensive experience in engineering project management / CAPEX delivery in pharma/biotech.
• Experience leading multi-phase projects from concept to handover.
• Strong budgeting, scheduling, risk management and change control skills.
• Knowledge of GMP/regulatory environments and site safety.

Responsibilities

• Develop Project Charters, Business Cases, CAPEX requests and project initiation documentation.
• Define project scope, execution strategy, delivery methodology and overall project objectives.
• Develop and maintain project schedules, WBS, CBS, cost forecasts and control plans.
• Perform project risk assessments covering safety, quality, technical and execution risks.
• Establish project change control, risk management and reporting processes.
• Develop sourcing and procurement strategies and support tendering, vendor selection and contract award.
• Lead / coordinate engineering consultants, vendors, contractors and other third parties.
• Lead HSE planning and ensure contractor site safety compliance.
• Coordinate FAT, SAT, inspections and technical acceptance for new equipment.

Position Overview

We are seeking an experienced Project Manager (Engineering) to lead and coordinate pharmaceutical engineering / CAPEX projects from project initiation through execution, commissioning and final handover.The successful candidate will be responsible for overall project planning, cost and schedule control, risk management, procurement, contractor management, construction execution and project governance , ensuring projects are delivered safely and in accordance with agreed scope, quality, budget and timeline requirements.

Key Responsibilities

• Develop Project Charters, Business Cases, CAPEX requests and project initiation documentation .
• Define project scope, execution strategy, delivery methodology and overall project objectives.
• Develop and maintain:Project schedulesWork Breakdown Structures (WBS)Cost Breakdown Structures (CBS)Cost estimates and forecastsProject execution and controlling plans
• Perform project risk assessments covering safety, quality, technical, functional and execution risks .
• Establish project change control, risk management and reporting processes.
• Develop sourcing and procurement strategies and support tendering, vendor selection and contract award .
• Prepare technical specifications, Bills of Quantities and supporting procurement documentation.
• Manage and coordinate engineering consultants, vendors, contractors and other third parties .
• Lead project HSE planning and ensure contractor compliance with site safety requirements.
• Conduct project reviews including Technical Quality Reviews, constructability reviews and Stage Gate assessments .
• Monitor and report project performance against cost, schedule, scope, quality and risk .
• Manage project changes, claims, deficiencies and deviations throughout execution.
• Coordinate statutory approvals and permits where required.
• Lead or oversee construction management and installation supervision activities.
• Coordinate new equipment FAT, SAT, inspections and technical acceptance .
• Develop project turnover and handover strategies and coordinate completion activities.
• Ensure project documentation is properly managed, archived and transferred to the relevant operational teams.
• Manage provisional and final project handover.
• Prepare final project reports, benchmarking information and lessons learned.
• Ensure investment projects are delivered in accordance with customer requirements for cost, schedule, functionality, safety and quality .

Required Qualifications

• Degree in Engineering or a related technical discipline.
• Strong experience in engineering project management / CAPEX project delivery , preferably within the pharmaceutical, biotechnology or regulated manufacturing industry.
• Experience managing projects across multiple phases including:
• Concept / Definition Design Procurement Construction Commissioning Handover .
• Good understanding of project controls including budgeting, cost forecasting, scheduling, risk management and change control .
• Experience managing engineering contractors, equipment vendors and construction activities.
• Familiarity with FAT, SAT, equipment installation and commissioning activities .
• Knowledge of pharmaceutical / GMP engineering environments would be highly advantageous.
• Strong understanding of project HSE and contractor safety management.
• Strong stakeholder management, communication and coordination skills.
• Able to work independently and manage multiple project interfaces in a fast-paced environment.
