Job summary

QXY is seeking an experienced Project Planning/PM professional to join our growing team in Singapore. You will formulate and implement project policies, ensure compliance with health, safety, and environmental requirements, and drive project documentation and management systems across multi-disciplinary teams.

You will set objectives, manage resources, monitor progress, and control costs to meet schedule and quality goals.

Qualifications

• Engineering degree with PE Board recognition.
• 5+ years in project management for A&A / New Build projects; heritage experience is a plus.

Responsibilities

• Formulate, implement, and promote compliance with project policies and procedures, including HSE requirements.
• Review and ensure project management systems and documentation are properly implemented.
• Set clear objectives and targets for key project processes in line with strategic goals.
• Ensure construction complies with specifications and drawings to minimise rework during construction and defect liability periods.
• Assign responsibilities to project team members and coordinate site activities.
• Support manpower planning and ensure deployment of competent personnel.
• Monitor progress against the project programme.
• Identify and address potential problems affecting deadlines.
• Review and manage monthly costs to contain overruns and stay within budget.
• Manage the project to achieve targets within given timeline, quality standards and objectives.
• Implement project monitoring systems to track time, cost, quality, safety, and environmental performance.
• Review and approve material requisition forms from engineers.

Job Description

• Ensure that the project is constructed in compliance with the specification and drawings to minimise any rework during both the construction and defectliability periods.
• Assign responsibilities to project team members and ensure effective coordination of site activities.
• Support manpower planning and ensure deployment of competent personnel in line with project requirements.
• Monitor progress against the overall project program.
• Identify and address potential problems that could affect the project deadlines.
• Review and manage monthly costs, identifying areas of cost overruns and implementing the necessary control to keep within budget.
• Manage the project to ensure the project targets are achieved, within the giventimeline, quality standards, and project objectives.
• Implement project monitoring systemto examine the overall performance of the project in relation to time, costs, quality, safety,and environmental performance.
• Implement planning strategies, and audits/reviews for the project.
• Review and recommend the appointment of suppliers and subcontractors.
• Coordinate PTW system and ensure compliance with site safety procedures.
• Review, sign, allocate follow-up action for outgoing and incoming correspondence.
• Review and approve material requisition forms submitted by engineers.
• Ensure there are monitoring and reporting processes are set-up and implemented.
• Interface with project team, partners, clients, stakeholders, consultants, designers, vendors, subcontractors for management of the planning function in accordancewith establish procedures.
• Review, comment, and support all document submissions and correspondence to client, regulatory and government bodies/agencies.
• Supervise employees engaged in planning and control activities, maintaining functional control over all on-site planning/scheduling staff.
• Provide guidance and identify training needs for subordinates and colleagues involved in project planning, programming systems, and project monitoring and needs.
• Evaluate, review, and appraise on the performance of the employees.

What we're looking for

• Degree in Engineering, preferably in Civil/Structural Engineering, recognised by the PE Board.
• Minimum 5 years’ work experience in a project management role in A&A / New Build, experience in conservation-related projects; experience with heritage buildings is an advantage.
• Strong project management skills, including the ability to develop and execute project plans, budgets, and schedules
• Excellent communication and stakeholder management skills
• Proficiency in project management software and tools
• Thorough understanding of construction processes, regulations, and safety requirements
• Ability to work effectively in a team environment and lead cross-functional projects
• Demonstrated problem-solving and decision-making abilities
