We are seeking a highly motivated and experienced Project Manager to lead critical initiatives in Singapore's public service sector. You will be responsible for the end‑to‑end delivery of complex projects, ensuring alignment with government regulations, budget compliance, and stakeholder satisfaction. This role requires a strategic thinker who can navigate the unique landscape of public‑private partnerships and deliver sustainable solutions for Singapore's environment.

Key Responsibilities
  • Project Planning & Execution: Lead the planning and implementation of projects, defining the project scope, goals, and deliverables in collaboration with senior management and stakeholders. Develop full‑scale project plans and associated communications documents, manage changes in scope, schedule, and costs. Liaise with contractors, consultants, and government agencies to ensure seamless integration. Serve as primary point of contact for internal teams and external vendors. Manage stakeholder expectations, provide regular updates, and present progress reports at steering committee meetings. Coordinate internal resources and third parties for flawless execution.
  • Budget & Compliance: Estimate resources and participants needed to achieve project goals. Manage project budget and procurement processes in compliance with government financial regulations. Ensure all project documentation and deliverables meet regulatory standards (e.g., NEA safety protocols, environmental impact standards).
  • Risk & Quality Management: Perform risk management to minimize project risks. Establish and maintain relationships with all stakeholders to ensure project success. Ensure quality control on all deliverables, adhering to best practices in project management (PMP/PRINCE2) and agile methodologies where applicable.
Requirements
  • Education: Bachelor’s Degree in a relevant field (Environmental/Civil Engineering, Computer Science, or Business IT).
  • Experience: Minimum 5 years of proven working experience in project management within the infrastructure, environmental services, or government technology sector.
  • Certification: PMP, PRINCE2, and/or Agile/Scrum certification is mandatory.
  • Skills:
    • Excellent client‑facing and internal communication skills.
    • Strong working knowledge of Microsoft Office, Microsoft Project, and project management software (e.g., Jira, Trello).
    • Proven ability to solve problems creatively and manage multiple projects simultaneously.
  • Other Requirements: Ability to work at construction sites or industrial plants (e.g., incineration facilities) as required and willingness to travel locally for site visits and stakeholder meetings.
