Job summary

ERP21 PTE LTD is seeking an experienced Applications Project Manager to deliver mission-critical government IT projects from initiation through deployment and handover. This hands-on PM owns outcomes and drives delivery in a regulated environment.

You will lead cross-functional teams, manage schedule, risks, and dependencies, and ensure readiness for Day 1 and Day 2 operations within tight timelines.

Qualifications

• Singapore Citizen or Cat 2 security clearance by Singapore Government Agencies.
• Degree in Engineering (Computer / Telecommunication), Computer Science, Information Technology, or equivalent.
• At least 8 years of relevant work experience.
• 3+ years of proven experience delivering government-related IT applications projects as Project Manager.
• Demonstrated experience managing project teams (5+ members).
• Technical experience in J2EE-based solutions and application servers (Advantageous).
• Domain knowledge in National IDs, e-passports, biometrics, smart cards, immigration clearance systems (Advantageous).
• Certifications in CITPM, PMP, PRINCE2; Agile certifications (e.g., CSM) with delivery experience (Advantageous).
• Strong written and verbal communication skills; stakeholder and management skills.

This role is for a hands-on delivery PM who owns outcomes, not a PMO or coordination-only profile.

Key Responsibilities :

• Manage end-to-end delivery of government application projects, including planning, execution, deployment, and post-go-live (Day 2) support.
• Act as the primary interface with government customers and internal stakeholders.
• Accountable for schedule, scope, risks, issues, and delivery outcomes.
• Own deployment planning, cutover activities, and operational readiness.
• Prepare and present clear project status, risk, and progress reports to management and customers.
• Lead cross-functional technical teams and partners in a regulated government environment.
• Deliver projects under tight timelines and regulatory constraints.

Requirements :

• Singapore Citizen or Cat 2 security cleared by Singapore Government Agencies.
• Degree in Engineering (Computer / Telecommunication), Computer Science, Information Technology, or equivalent.

• Domain Knowledge in following (Advantageous) : - National ID systems; - E-Passports; - Biometrics; - Smart Cards; - Immigration Clearance Systems / Gates
• Certifications in following (Advantageous): - CITPM, PMP, PRINCE2; - Agile-related certifications (e.g. Certified Scrum Master) with practical delivery experience
• Strong written and verbal communication skills for customer and management reporting.
