Job summary

CHINA COMMUNICATIONS CONSTRUCTION COMPANY LIMITED (SINGAPORE BRANCH) seeks an experienced Planning Engineer/Project Planner to drive project controls for civil construction in Singapore. You will formulate policies, monitor progress, manage costs, and coordinate with clients, consultants, and subcontractors to ensure on-time delivery.

The role requires a Bachelor's in Civil Engineering and at least 10 years of relevant experience, with strong knowledge of safety procedures and coordinating

Qualifications

• Bachelor’s Degree in Civil Engineering or a related discipline.
• Minimum 10 years relevant experience in civil construction.
• Familiar with safety procedures and requirements at construction sites.
• Strong knowledge and experience in the construction industry.
• Good interpersonal and communication skills, with the ability to coordinate effectively with multiple parties.

Responsibilities

• Formulate, implement, and promote compliance with project policies and procedures, including health, safety, and environmental requirements.
• Review and ensure project-specific management systems and documentation are properly implemented.
• Set clear objectives and targets for key project processes, ensuring consistency with strategic goals.
• Ensure project is constructed in compliance with specifications and drawings to minimise rework during construction and defect liability periods.
• Assign responsibilities to project team members and ensure effective coordination of site activities.
• Support manpower planning and deployment of competent personnel.
• Monitor progress against the overall project program.
• Identify and address potential problems affecting project deadlines.
• Review and manage monthly costs, identify cost overruns and implement controls to stay within budget.
• Manage the project to achieve targets within given timeline, quality standards, and objectives.
• Implement project monitoring system to examine performance in time, cost, quality, safety, and environmental areas.
• Implement planning strategies and audits/reviews for the project.
• Review and recommend appointment of suppliers and subcontractors.
• Coordinate PTW system and ensure compliance with site safety procedures.
• Review, sign, allocate follow-up actions for correspondence.
• Review and approve material requisition forms submitted by engineers.
• Ensure monitoring and reporting processes are set up and implemented.
• Interface with project team and stakeholders for planning function in accordance with procedures.
• Review and comment on submissions and correspondence to client and government bodies.

• Supervise employees engaged in planning and control activities, maintaining functional control over all on-site planning/scheduling staff.
• Provide guidance and identify training needs for subordinates and colleagues involved in project planning, programming systems, and project monitoring and needs.
• Evaluate, review, and appraise on the performance of the employees.

Job Requirement
