Job summary

COMBUILDER PTE LTD is seeking a senior IT Project Manager to lead and deliver multiple complex programs. You will coordinate cross-functional teams, vendors and stakeholders, ensuring scope, schedule and budget compliance while aligning with business and regulatory requirements.

The role requires extensive experience in enterprise IT projects, strong leadership, and proficiency with Agile, Scrum, Waterfall or hybrid delivery methods.

Qualifications

• Degree in Computer Science, Information Technology, Engineering, Business or related discipline.
• 10+ years of IT project and program management experience.
• 5+ years in large-scale application development or system implementation programs.
• Experience with Agile, Scrum, Waterfall or hybrid delivery methodologies.
• PMP, PgMP, PRINCE2, PMI-ACP, CSM or equivalent certification is advantageous.
• Experience with Azure/cloud platforms and digital transformation is advantageous.

Responsibilities

• Manage and oversee multiple IT projects and services, ensuring they are delivered on time, within budget and to the required quality standards.
• Coordinate project teams, resources, vendors and key stakeholders to ensure smooth program delivery.
• Develop and maintain program plans, budgets, schedules, risks and dependencies.
• Establish program governance and monitor overall progress and performance.
• Identify and manage project issues and risks, including escalation of critical matters when required.
• Work closely with senior management and stakeholders to provide regular updates and address key project matters.
• Ensure project activities are aligned with business requirements, contractual commitments, security and regulatory requirements.
• Drive continuous improvement across project delivery teams.
• Support IT initiatives involving application development, system implementation, maintenance, cloud platforms and digital transformation.

Requirements

• At least 5 years of experience managing large-scale application development, system implementation or maintenance programs.
• Experience managing multiple projects, teams, vendors and stakeholders in a complex environment.
• Good knowledge of Agile, Scrum, Waterfall or hybrid project delivery methodologies.
• Strong experience in program planning, budget and resource management, risk management and stakeholder management.
• Good leadership, communication, negotiation and decision-making skills.
• Experience in public sector or large enterprise ICT projects will be an advantage.
• PMP, PgMP, PRINCE2, PMI-ACP, CSM or equivalent certification will be an advantage.
• Experience with Azure/cloud platforms, application modernization, DevSecOps or digital transformation will be an advantage.
