Job summary

CBRE Data Centre Solutions (DCS) is seeking a skilled Cost Estimator/Quantity Surveyor to join our project management team in Singapore. You will prepare accurate cost estimates from concept through to construction documents, conduct quantity take-offs, and benchmark against market data.

You will engage with clients and engineers to define requirements, lead cost optimization efforts, and support monthly estimating reports.

Qualifications

  • Bachelor-level degree in engineering, construction management or related field.
  • 4–6 years of experience as quantity surveyor, cost estimator or building surveyor.
  • Proven competency in cost estimation and financial analysis.
  • Proficiency in MS Excel and project management tools.
  • Knowledge of LEED, CIOB or PMP is a plus.

Responsibilities

  • Prepare accurate and detailed construction cost estimates in BOQ format from concept to final documents.
  • Research regional pricing for materials and labor and perform quantity take-offs.
  • Interface with clients or PM teams to define cost requirements and establish cost plans.
  • Lead value engineering reviews to achieve budget goals and cost efficiencies.
  • Prepare bid analyses and support cost management reviews during projects.
  • Produce monthly reports on estimating activities and ensure data integrity.

What to expects on the role:
  • Prepare accurate and detailed construction cost estimates in a BOQ (Bill of Quantities) or similar format, from high-level conceptual design through final construction document completion. Support the Cost Manager in the development of an overall Project Cost Plan.
  • Research regional pricing of material and labor using published documents and market data. Produce detailed quantity take-offs using OST (or similar cost platform). Maintain cost benchmarking information as point of comparison to market data; adjust as necessary based on client attributes, market conditions, and project specifics.
  • Interfaces directly with Clients or cost/project management team to define cost requirements and goals and issue recommendations as needed. Set up estimate work breakdown structure to align with budget and cost reporting system.
  • Understand best practices in construction pricing and delivery methods; participate in design reviews and lead value engineering reviews to achieve budgetary goals. Work in partnership with engineering teams and participate in design and construction meetings to guide design solutions with cost efficiencies.
  • Prepare detailed bid analysis and review sessions with project teams and senior management to validate a quantity record booklet (or equivalent) submitted by contractors/subcontractors. Perform peer review of estimates generated by other functional teams contributing to the project solution; issue recommendations and input for use on the project.
  • Support the Project/Cost Manager when reviewing and approving large change orders and the review of invoices submitted for review/approval during the project.
  • Work with the Project Manager to produce monthly project reports on estimating activities. Implements cost documentation governance aligned with company and Client requirements. Ensure cost data integrity and documentation is accurate, timely, and coordinated. Implements communication plan for meetings and written reports/meeting minutes to keep client and cost resources informed.
  • Other duties as assigned.
To be eligible for the role, you must meet requirements as below:
  • Technical knowledge: the ability to demonstrate sound technical knowledge related to DC Whitespace services, ID elements, interior design, construction management, project finance and costing, etc.
  • Communication: excellent verbal and written communication skills
  • Problem solving: has the ability to confidently work through problems and find solutions
  • Collaboration: displays the ability to work in a team. Shares information and is prepared to assist colleagues when necessary in order to deliver a task or project
  • Desire to learn: displays a willingness and enthusiasm to learn and be guided and stays up to date with the latest industry information
  • 4-6 years experiences as QS/Building Surveyor/Cost estimators
  • Degree in any field of engineering OR construction management OR in relation to interior design OR in relation to building Surveyor
  • Added advantage: (Royal Institute of Chartered Surveyors) or CIOB (Chartered Institute of Building)
  • accreditation preferred.
  • Fit out experience will be preferred, Construction experience will be a bonus, Industrial experience will be a bonus
  • PMP/Prince will be a bonus
  • Candidates with LEED or GBI certification or knowledge will be a bonus
  • Candidates at the minimum requires profound competency in Microsoft Excel
  • Knowledge/Experience on Microsoft Projects will be a bonus
  • Knowledge/Experience on AutoCAD will be a bonus
