Qualifications

  • Hands-on with ROA, TCP, HDD and site safety practices.

COMPANY DESCRIPTION

We are one of the largest one-stop Underground Utilities Infrastructure companies based in Singapore. We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre-mix production and construction waste recycling.

RESPONSIBILITIES

We are seeking an experienced and hands-on Project Engineer to oversee the end-to-end delivery of underground utility and civil projects. The Project Engineer will act as a key link between site operations, project management, clients and regulatory authorities, ensuring projects are properly planned, approved, executed and completed in accordance with project requirements, safety standards and statutory regulations. The role requires strong coordination and project execution skills, with hands-on experience in underground utilities, civil works, authority submissions, traffic management and commercial claims.

Key Responsibilities

Authority Approvals & Permitting

  • Manage plan requests, statutory clearances and approvals for Cable, Gas, NCE, Telecom and related works.
  • Coordinate submissions and approvals with PUB, LTA, SP Group and Telco operators, including WSN, WRN, ERSS and DBC requirements.
  • Manage high-voltage work notifications, including 66kV and 230kV, and arrange standing supervision where required.
  • Track approval status and follow up with authorities and stakeholders to avoid project delays.

Project Planning & Coordination

  • Develop and monitor the Master Schedule and Project Status Reports (PSR).
  • Coordinate Trial Hole (TH) proposal plans with Cable, Gas, Telco and PUB stakeholders.
  • Work closely with PE, CM and PM to finalize work plans and coordinate site activities.
  • Coordinate with subcontractors, clients and internal teams to resolve project issues and minimize delays.

Traffic Management & Road Opening

  • Prepare and coordinate Traffic Control Plans (TCP) and manage the Road Opening Application (ROA) process.
  • Handle LTA control forms, payment invoices, approvals and commencement/completion tracking.
  • Ensure approved traffic management measures are properly implemented on site.

Site Operations & Project Execution

  • Oversee HDD, Trial Hole, excavation and underground utility works.
  • Coordinate Milling & Patching (M&P) and road reinstatement activities.
  • Conduct site checks to monitor progress, quality and compliance with approved plans and schedules.
  • Coordinate with site teams and subcontractors to resolve technical and operational issues.

Safety & Site Compliance

  • Ensure site activities comply with company, client and statutory safety requirements.
  • Coordinate PTW, SIC, Safe 365, DAS and Weekend Work requirements.
  • Arrange ASO/APO coverage where required and coordinate updates with LTA.
  • Work with EHS teams to ensure appropriate safety controls are implemented.

Surveying, Testing & Documentation

  • Coordinate site measurements, Lidar follow-ups, structural surveys and TH XYZ surveys.
  • Coordinate Mandril tests and other required site testing.
  • Maintain daily site photos, TH/test reports and project documentation.

Commercial & Claims Management

  • Manage project claims, supporting documents and submissions, and follow up on approval status.
  • Liaise with SP Group and relevant stakeholders on claim-related matters.
  • Prepare Estimation Work Orders (WO), Progress Claims (PC) and SES submissions.
  • Maintain proper records for claims, variations and project costs.

QUALIFICATIONS

  • Recognised Bachelor's Degree in Civil Engineering from an institution accredited by the Professional Engineers Board (PEB), Singapore.
  • Minimum 2–3 years’ relevant experience in project engineering, with experience in civil construction, underground utilities, road works or infrastructure projects preferred.
  • Familiar with LTA, PUB, SP Group and Telco requirements and processes.
  • Hands-on experience in ROA, TCP, HDD, Trial Hole and Milling & Patching.
  • Experience in underground utilities, road works or infrastructure projects is an advantage.
  • Familiar with PTW, construction drawings, site safety and project documentation.
  • Strong project coordination, planning, communication and problem-solving skills.
  • Proficient in MS Office, Google Workspace and digital reporting tools.
  • Proactive, organised and able to work independently in a fast-paced environment.
  • Possession of a valid Class 2 or Class 3 driving licence is an advantage for site mobility.
