Job Summary
We are seeking a versatile, results‑driven Project Engineer to manage the end‑to‑end execution of complex civil infrastructure and mechanical/process plant works. Reporting to the Project Manager, you will serve as the primary engineering link between design intent, field construction, equipment erection, and quality assurance.
This role demands a strong hands‑on background in piping works, heavy lifting procedures, structural/piping erection, and system testing, alongside the leadership skills to manage multi‑disciplinary subcontractors and coordinate with high‑profile project stakeholders.
Detailed Key Responsibilities
- Site Execution & Construction Supervision
- Direct daily site operations to ensure milestones are executed according to approved design specifications, technical standards, and Singapore regulatory requirements.
- Supervise piping fabrication, spool installation, equipment tie‑ins, and trench pipeline rehabilitation works.
- Act as the immediate technical problem‑solver on site, troubleshooting constructability issues, engineering clashes, and design interface conflicts.
- Technical Documentation, Planning & Submissions
- Develop comprehensive, project‑specific Method Statements (e.g., equipment erection sequences, relocation plans, segment lifting).
- Prepare and review detailed Lifting Plans, Rigging Studies, Safe Work Procedures, and Risk Assessments (RA).
- Manage the material quantity procurement process, prepare technical material submissions, and monitor delivery schedules against project milestones.
- Testing, Inspection & QA/QC Coordination
- Partner closely with the Quality Control (QC) team to ensure material inspection clearances, non‑destructive testing (NDT), and fit‑up checks are performed before handover.
- Plan and supervise hydrostatic pressure testing (hydrotests), leak tests, and mechanical pre‑commissioning activities.
- Coordinate running and performance tests on critical equipment (e.g., compressor sets, dynamic test systems).
- Project Scheduling, Budgeting & Resource Management
- Establish and monitor detailed project baseline schedules, tracking look‑ahead plans and critical paths.
- Track site budget allocations, monitor material usage, and minimize scrap or unnecessary variations.
- Supervise and coordinate site supervisors, foremen, direct rigging/piping labor, and specialized third‑party subcontractors.
- Client, Authority & Stakeholder Relations
- Lead and document weekly technical progress meetings with clients, consultants.
- Collaborate with international specialist technology vendors and foreign technical partners on specialized installation techniques.
Candidate Qualifications & Requirements
- Education: Bachelor’s Degree in Mechanical Engineering, or an equivalent technical field.
- Experience: 3 years of site execution and project engineering experience in oil & petrochemical industries.
- Availability: Immediate or within 5 days. Candidate with own transport is highly preferred.
- Technical Skills:
- Solid command of CAD/engineering software (e.g., AutoCAD).
- Working knowledge of FEA and modeling platforms (e.g., SolidWorks, Strand7, ANSYS) is strongly preferred.
- Proficient in MS Office suite (Word, Excel, Project/Access) for progress tracking and documentation registers.
- Certifications & Training (Advantageous):
- Formal Project Management credentials (e.g., PMP) or project management course completion.
- Certification in Construction Productivity Enhancement (BCA Academy) or relevant WSH/Safe Lifting certificates.
- Competencies: Strong interpersonal leadership, decisive site‑level analytical thinking, and effective communication skills across all workforce tiers.
