About the Role

We are seeking a dynamic and motivated Programme Manager to support and drive population health programmes focused on family, child and youth mental health across the Western Singapore region.

The successful candidate will play a key role in programme planning, stakeholder engagement, service transformation, capability development and community-healthcare integration across initiatives such as:

• AWeSOME (Adolescent Wellness Service – Options Made Easy)
• Family and Youth Mental Health initiatives
• Community and school-based mental health programmes
• Workforce capability development and continuing education initiatives
• Population health and care coordination projects

The role requires close collaboration with clinicians, psychologists, medical social workers, schools, community agencies, social service partners and government stakeholders to improve mental health outcomes for children, youths and families.

Key Responsibilities

• Manage the delivery, implementation and evaluation of family and youth mental health programmes across healthcare, school and community settings.
• Coordinate multidisciplinary teams and community partners to support mental health screening, care coordination, referral pathways and caregiver support initiatives.
• Monitor programme outcomes, service utilisation and performance indicators, identify improvement opportunities and support the development of innovative population health and mental health service models.
• Ensure achievement of programme milestones, governance requirements, reporting obligations and funding deliverables.
• Support programme planning, quality improvement initiatives and future service expansion efforts across the family and youth mental health ecosystem.

Stakeholder & Partnership Management

• Build and maintain strong partnerships with healthcare providers, community youth services, schools and government stakeholders.
• Coordinate stakeholder meetings, workshops and engagement sessions.
• Facilitate collaboration across sectors to strengthen service integration and continuity of care for children, youths and families.
• Support the development of new partnerships to expand programme reach and improve access to support services.

Care Coordination & Service Development

• Support the design and implementation of care coordination and navigation models for children, youths and families with psychosocial or mental health needs.
• Assist in strengthening referral pathways and closed-loop referral systems between healthcare and community providers.
• Conduct service mapping exercises and identify gaps in service accessibility, referral processes and community resources.
• Support the development of integrated care pathways across healthcare, school and community sectors.

Capability Development & Training

• Coordinate Continuing Education and Training (CET) programmes and capability-building initiatives for healthcare and community professionals.
• Support curriculum implementation, faculty engagement and learner administration.
• Monitor participant feedback and recommend programme improvements.
• Assist with future workforce development initiatives relating to youth mental health, community intervention and early identification.

Budget, Reporting & Governance

• Track programme expenditure, budgets and utilisation of funding resources.
• Support procurement, claims, contracts and operational administration.
• Consolidate programme metrics, dashboards and performance reports.
• Prepare reports and presentations for programme leads, funders and senior management.
• Ensure compliance with organisational, audit and funding requirements.

Education

• Bachelor's degree in Public Health, Healthcare Management, Psychology, Social Work, Social Sciences, Business, Education, Public Policy or a related discipline.
• Postgraduate qualifications in Public Health, Healthcare Management or related fields will be advantageous.

Experience

• Minimum 3-5 years of experience in programme management, healthcare administration, social services, population health or community programmes.
• Experience managing multi-stakeholder projects will be advantageous.
• Experience in mental health, youth development or community partnerships is preferred.
• Strong programme and project management skills.
• Excellent communication, stakeholder management and facilitation skills.
• Ability to work independently while coordinating multiple stakeholders and priorities.
• Strong organisational, analytical and problem-solving abilities.
• Experience in data analysis, reporting and programme evaluation.
• Comfortable working in both healthcare and community settings.
