Job summary

Tsao Foundation, a leading community healthcare provider in Singapore, seeks a Programme Executive for the Active Ageing Centre to support operations, plan and deliver programs for seniors, and coordinate befriending and outreach activities.

The role involves engaging seniors and the community, managing volunteers, and ensuring accurate documentation and reporting to meet funding KPIs. Based at Whampoa on a 5.5-day contract.

Qualifications

• Diploma/Degree in Social Services and/or Community Development is required.
• Experience in community development, outreach programs, or grassroots work is preferred.
• Involvement in asset-based community development (ABCD) or mobilizing community resources is a plus.

Responsibilities

• Plan, organise and implement programs aligned with KPIs to support seniors’ social and healthcare needs.
• Engage seniors and the wider community to foster participation and social integration.
• Maintain accurate documentation and prepare program reports as required.
• Develop informational materials for clients and volunteers to communicate program details clearly.
• Build and maintain relationships with internal and external stakeholders to implement senior programs.
• Manage, supervise and support volunteers, guiding them in program activities and KPI alignment.
• Conduct outreach activities, including home visits and community screeners to assess needs.
• Coordinate befriending and buddying services to foster social connections for seniors.
• Perform general administrative tasks to ensure smooth AAC operations.

The Role

The Programme Executive (Active Ageing Centre) will support the centre's operations, focusing on program planning, delivery, coordination of befriending and buddying services, and the promotion of preventive health practices.

Responsibilities

• Program Planning and Execution: Plan, organize, and implement programs and activities that align with funding Key Performance Indicators (KPIs) to enhance the social and healthcare aspects for seniors.
• Community Development: Engage seniors and the broader community to foster community building efforts, encouraging active participation and social integration among seniors.
• Documentation and Reporting: Maintain accurate documentation and records necessary for program monitoring and prepare reports for submission as required.
• Information Dissemination: Develop informational materials for distribution to clients and volunteers to ensure clear communication of program details and objectives.
• Stakeholder Engagement: Build and maintain relationships with internal and external stakeholders to plan and execute programs appropriate for seniors, ensuring alignment with funding requirements.
• Volunteer Management: Manage, supervise, and support volunteers, guiding them in executing programs and activities in alignment with funding KPIs.
• Community Outreach: Conduct outreach activities, including home visits and administering community screeners, to engage seniors and assess their needs.
• Befriending and Buddying Services: Coordinate befriending and buddying services for volunteers and seniors to foster social connections and support networks.
• Administrative Duties: Perform general administrative tasks required to fulfill job responsibilities, ensuring the smooth operation of the AAC.

Requirements

• Diploma/Degree in relevant disciplines including social services and community development.
• Experience in community development, outreach programs, or working with grassroots organizations.
• Prior involvement in asset-based community development (ABCD) or initiatives that mobilize community resources
• Experience in planning, organizing, and executing community programs, events, or activities.
• Managing program logistics, participant engagement, and post-event evaluation
• Experience in recruiting, training, and supervising volunteers for community programs a plus.
• Work experience in elder care, social work, or healthcare settings (e.g., senior activity centers, community care organizations, nursing homes) highly preferred.
