Job summary

The Salvation Army in Singapore is seeking a Programme Manager for Prison Support Services. The role focuses on rehabilitation and reintegration of ex-offenders, building partnerships, and leading a small team to deliver community-oriented programmes.

You will monitor outcomes, recruit and train volunteers, and support fundraising and donor engagement. 5-day work week with 44 hours, based at Prison Support Services, 7 Upper Changi Road North, Singapore.

Qualifications

• Degree in Social Work, Psychology, Community Development, or related field.
• Minimum 3–5 years of relevant experience, preferably in social services or programme management.
• Experience working with ex-offenders, vulnerable groups, or volunteers is an advantage.
• Prior supervisory or leadership experience preferred.

Responsibilities

• Lead and implement programmes that support rehabilitation and reintegration of ex-offenders and their families
• Build strong partnerships with government agencies, community organisations, corporate partners, and volunteers
• Monitor programme effectiveness, analyse outcomes, and prepare reports for stakeholders and management
• Oversee volunteer recruitment, training, engagement, and compliance with SPS requirements
• Develop meaningful volunteer experiences and recognition initiatives to encourage long-term involvement
• Support fundraising initiatives, donor engagement, and community outreach efforts
• Coordinate faith-based activities, centre operations, and programme logistics
• Supervise and mentor junior staff while fostering a collaborative and service-oriented team culture
• Represent the organisation at meetings, events, and stakeholder engagements
• Support other organisational initiatives and duties as assigned
