Job summary

PPG Coatings (Malaysia) Sdn Bhd seeks a Program Development & Implementation Manager, CMS, to lead design, deployment, and continuous improvement of Chemical Management Services across Asia Pacific. Qualifications

  • 8–12 years in chemical supply chain management, chemical operations, or CMS.
  • Minimum 5 years leading complex implementation programmes in one or more industries (chemical, pharma, petrochemical, specialty chemicals).
  • Experience with Asia Pacific chemical regulatory requirements (Singapore WSH, Hazardous Chemicals, GHS, DG).
  • Proficiency with SAP, Oracle, and warehouse/inventory tracking systems.

Responsibilities

  • Develop and implement CMS programmes aligned with customer goals and regulatory requirements.
  • Lead end-to-end deployment: sourcing strategy, supplier onboarding, inventory management systems, warehousing and logistics setup, process standardisation, and performance measurement.
  • Manage the complete chemical supply chain lifecycle from procurement through usage and disposal.
  • Improve inventory levels while maintaining production continuity and minimising working capital.
  • Lead supplier and customer relationships with scorecards and reviews.
  • Ensure successful onboarding and change management for customers.

Job description

Program Development & Implementation Manager, CMS

You will lead the design, deployment, and continuous improvement of Chemical Management Services (CMS) programmes for industrial customers across Asia Pacific. We will need someone with expertise in chemical supply chain management, chemical lifecycle management, EHS compliance, inventory optimization, vendor management, and operational excellence. You will be the main interface between customers, chemical suppliers, logistics providers, EHS teams, and internal stakeholders to ensure safe, compliant, cost-effective, and sustainable chemical management solutions. You will be an individual contributor and reporting directly to Sales Director, Aerospace ANZ/SEA & CMS APA.

Responsibilities
  • Develop and implement comprehensive Chemical Management Services (CMS) programmes aligned with customer operational, regulatory, and our goals.
  • Lead end-to-end deployment of new customer programmes, including Chemical sourcing strategy, Supplier onboarding, Inventory management systems, Warehousing and logistics setup, Process standardisation and Performance measurement frameworks
  • Manage the complete chemical supply chain lifecycle from procurement through usage and disposal
  • Improve inventory levels while maintaining production continuity and minimising working capital.
  • Lead sourcing activities across the chemical supply chain, including supplier identification, qualification, evaluation, onboarding, and performance management
  • Ensure successful customer onboarding and change management.
  • Conduct regular business reviews and performance assessments with customers.
  • Develop new business opportunities within existing and prospective customer accounts to increase revenue and expand Chemical Management Services programmes.
  • Ensure compliance with destination-country chemical regulations, customer-specific requirements, environmental standards, and corporate policies throughout the chemical supply chain lifecycle.
  • Manage supplier performance through structured scorecards and review processes.
Qualifications
  • Minimum 8-12 years of experience in chemical supply chain management, chemical operations, or chemical management services.
  • We require minimum 5 years leading complex implementation programmes in one or more industries: General Chemical, Pharmaceutical Manufacturing, Petrochemical, Specialty Chemicals.
  • Experience operating within Asia Pacific chemical regulatory requirements (Singapore Workplace Safety & Health regulations, Environmental Protection and Management Act requirements, Hazardous Chemicals regulations, GHS implementation, Dangerous Goods transportation requirements).
  • Familiar with Chemical Supply Chain Expertise.
  • Experience managing strategic supplier and customer relationships.
  • Experience with SAP, Oracle, Inventory Management System, Warehouse Management Systems (WMS), Chemical Tracking Systems.
  • Having certification in any one of these areas is preferred. These areas include certifications like PMP (Project Management Professional) and APICS CSCP or CPIM. They also include Lean Six Sigma Green Belt / Black Belt, Certified Supply Chain Professional (CSCP), Chemical Safety, or EHS-related certifications.
