Job summary

Laba Holdings Limited is appointing a Procurement Manager to lead its Singapore office on a major camp construction project. You will own supplier selection, commercial terms and the landed-cost budget for imported content, with direct purchasing from an Asian supplier base to achieve lower landed costs.

The role requires ten years in procurement or supply chain, expertise in landed-costs, letters of credit and international payment instruments, and eligibility to work in Singapore.

Qualifications

• Essential: Ten years or more in procurement or supply chain, with at least four heading a buying function.
• Essential: Demonstrated direct purchasing from an Asian supplier base for a construction or resource project.
• Essential: Command of landed-cost build-up: ex-works price, freight, insurance, duty, clearance and inland delivery.
• Essential: Experience with letters of credit and international payment instruments.
• Desirable: Established Singapore supplier and freight-forwarder network.

Responsibilities

• Tender and select suppliers across the Asian supplier base for plant, spares, fuel, camp consumables, catering dry stores, safety consumables and imported hardware.
• Buy direct on Laba account with no import agent in the chain, and hold the landed-cost budget for the imported scope.
• Own the procurement saving position and report actual landed cost against budget monthly to the Project Director.
• Run factory inspection and expediting where the value or the schedule risk requires it.
• Set commercial terms, including payment terms, incoterms, warranty and spares support.
• Direct S-2 on consolidation to full container loads and ocean freight booking, and S-3 on payments, letters of credit and landed-cost reconciliation.
• Coordinate demand forecasting with M8 and M9 in Papua New Guinea so orders are placed against real site consumption.
• Maintain the approved supplier register, and the certificates of origin and conformity that customs clearance requires.
• Stand the office up at award and stand it down at completion, at cost.

1. ABOUT LABA

Laba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea, and operates a group of businesses across construction, logistics, training, technology and community services. These positions form Laba's management team for a camp construction and services package on a major resources construction project in Papua New Guinea, for a 24-month term from contract award. Appointments are subject to contract award.

2. PURPOSE OF THE POSITION

The Procurement Manager heads the Singapore office and owns supplier selection, commercial terms and the landed-cost budget for the imported content of this contract. The structure is presented to the Client at cost, with no margin retained in Singapore. The position exists to convert a wider Asian supplier base into a lower landed cost than Port Moresby import agents can offer.

4. QUALIFICATIONS AND EXPERIENCE

Essential

• Demonstrated direct purchasing from an Asian supplier base for a construction or resource project.
• Command of landed-cost build-up: ex-works price, freight, insurance, duty, clearance and inland delivery.
• Experience with letters of credit and international payment instruments.
• Degree in supply chain, commerce, engineering or a related discipline.
• Eligible to work in Singapore, or eligible for an Employment Pass.

Desirable

• Prior shipping into Port Moresby and familiarity with PNG customs and wharf handling.
• Experience procuring heavy plant and fleet capital.
• Established Singapore supplier and freight-forwarder network.
