Job summary

Sembcorp Industries Ltd in Singapore is seeking an Assistant Manager / Manager, Procurement & Contracts Management to lead end-to-end procurement, tendering, cost estimation and contract administration for industrial park, warehouse, logistics, manufacturing and infrastructure projects.

You will work with Design & Construction Management, Finance, Legal and external consultants to ensure projects meet budgets, contractual requirements and governance standards.

Qualifications

• Degree in Quantity Surveying, Construction Management, Civil Engineering, Building, Project Management or related discipline.
• Minimum 8 years of relevant experience.
• Experience in industrial park development projects, warehouse/logistics/manufacturing facilities, cost estimation and contract administration.

Responsibilities

• Develop and implement procurement strategies for development projects.
• Prepare tender schedules and procurement plans.
• Manage pre-qualification exercises for consultants, contractors and suppliers.
• Prepare RFPs, tender documents and contract documentation.
• Coordinate technical and commercial evaluations.
• Conduct commercial clarifications and negotiations with tenderers.
• Prepare tender evaluation reports and award recommendations.
• Monitor compliance with procurement policies and governance requirements.
