Job summary

BD in Singapore seeks a senior EHS/process safety engineer to lead site safety management for high-hazard operations. You will coordinate PSM, RMP, and environmental programs, act as subject-matter expert for process safety, and drive safety improvements through hazard analyses and risk assessments.

You will also review P&IDs, PFDs, and equipment design, ensuring regulatory compliance and supporting audits, incidents investigations, and capital projects.

Qualifications

  • Bachelor’s degree in Chemical Engineering, Environmental Engineering, Mechanical Engineering, Safety Engineering or related technical discipline; Chemical/process background preferred.
  • 3–5 years of relevant EHS/process safety experience in high-hazard manufacturing contexts including chemical, pharmaceutical, or related sectors.
  • Hands-on experience facilitating PHA, HAZOP, What-If, LOPA, MOC, PSSR, PSI, and related audits.
  • Experience supporting capital projects, equipment qualification, start-up, and utility systems.
  • Familiarity with Singapore WSH requirements, environmental regulations, and local safety standards.

Responsibilities

  • Lead and maintain site Process Safety Management (PSM), Risk Management Programme (RMP), and environmental compliance programmes for high-hazard operations.
  • Serve as site subject-matter expert for process safety and environmental engineering for changes, new equipment, and capital projects.
  • Facilitate and lead Process Hazard Analyses (PHA/HAZOP/What-If/LOPA) and verify closure of recommendations.
  • Own or support Management of Change (MOC), Pre-Start-up Safety Review (PSSR), PSI, operating procedure reviews, and mechanical integrity interfaces.
  • Review and field-verify P&IDs, PFDs, equipment design, relief protection, interlocks, and environmental controls.
  • Ensure compliance with Singapore regulatory requirements and BD EHS standards; support audits and inspections.
  • Provide technical review of fire protection, life safety systems, spill controls, waste handling, and emergency response arrangements.
  • Support incident investigations involving process safety, chemical releases, or abnormal operations, including root-cause analysis.
  • Coach Operations, Engineering, Maintenance, Facilities and contractors on process safety principles and risk assessments.

Job description

Job Responsibilities
  • Lead and maintain site Process Safety Management (PSM), Risk Management Programme (RMP) and environmental compliance programmes for high-hazard operations, including EO, flammable materials, hazardous chemicals, utilities and associated safeguards.

  • Act as site subject-matter expert for process safety and environmental engineering, supporting process changes, new equipment, capital projects, utility upgrades, commissioning and operational readiness.

  • Facilitate and lead Process Hazard Analyses, including PHA, HAZOP, What-If, LOPA where applicable, and ensure timely closure and effectiveness verification of recommendations.

  • Own or support Management of Change (MOC), Pre-Start-up Safety Review (PSSR), Process Safety Information (PSI), operating procedure review, mechanical integrity interfaces and process safety action tracking.

  • Review and field-verify P&IDs, PFDs, equipment design, relief protection, interlocks, safeguards, ventilation, gas detection, hazardous area controls, bonding and grounding, and chemical compatibility requirements.

  • Ensure compliance with applicable Singapore regulatory requirements, BD corporate EHS standards and site procedures; support audits, regulatory inspections, safety case or major hazard-related submissions where applicable.

  • Provide technical review of fire protection, life safety systems, hazardous materials handling, spill controls, environmental emissions, waste handling, wastewater, emergency response arrangements and business continuity risk controls.

  • Support incident and near-miss investigations involving process safety, chemical release, equipment integrity, environmental excursion or abnormal operations, including root cause analysis and corrective action closure.

  • Coach Operations, Engineering, Maintenance, Facilities and contractors on process safety principles, risk assessment quality, safe operating limits, critical safeguards and environmental controls.

Education and Experience
  • Bachelor’s degree in Chemical Engineering, Environmental Engineering, Mechanical Engineering, Safety Engineering or related technical discipline; Chemical Engineering or process engineering background is strongly preferred.

  • Minimum 3–5 years of relevant experience in EHS, process safety, plant engineering, operations support, project safety or high-hazard manufacturing; experience in chemical, petrochemical, pharmaceutical, medical device sterilization or Tuas/Jurong Island-type operations is preferred.

  • Hands-on experience facilitating or supporting PHA, HAZOP, What-If, LOPA, MOC, PSSR, PSI, mechanical integrity interfaces, process safety audits and action closure.

  • Experience supporting capital projects, equipment qualification, process start-up, utility systems, hazardous materials storage or chemical handling systems.

  • Familiarity with Singapore WSH requirements, environmental regulations, SCDF fire safety expectations and process safety guidance for chemical or high-hazard industries is expected.

Knowledge and Skills
  • Strong understanding of PSM elements, major accident hazard prevention, risk assessment hierarchy, process safety culture and high-hazard process operations.

  • Ability to read, interpret and field-verify P&IDs, PFDs, equipment datasheets, control narratives, cause-and-effect logic and critical safeguard documentation.

  • Working knowledge of fluid dynamics, pneumatics, steam, compressed gases, pressure systems, industrial ventilation, relief protection, gas detection and process control safeguards.

  • Understanding of pressure vessels, pressure relief principles, boiler and statutory equipment expectations, mechanical integrity and inspection interfaces.

  • Knowledge of corrosion mechanisms, metal fatigue, materials selection, chemical compatibility, flammable material controls, hazardous area classification, bonding, grounding and static electricity control.

  • Understanding of fire codes, fire sprinkler and suppression systems, emergency shutdown concepts, spill response, hazardous materials emergency response and environmental protection controls.

  • Able to facilitate technical discussions with Operations, Engineering, Maintenance, Facilities, contractors and leadership; strong analytical, writing, follow-up and influence skills are required.

Physical Demands
  • Regular movement across production, EO process areas, chemical storage rooms, utilities, roof or outdoor areas, warehouse, laboratories, contractor work zones and office areas to conduct field verification, inspections, audits, investigations and GEMBA reviews.

  • Requires standing and walking for extended periods, climbing stairs and fixed access platforms where permitted, observing equipment rooms and plant areas, and occasional bending, kneeling, reaching or close visual inspection of equipment, pipework, labels, gauges and safeguards.

  • Must be able to wear required PPE, including safety shoes, safety glasses, gloves, hearing protection, flame-resistant or chemical-resistant PPE, respiratory protection or other task-specific protection based on area risk assessment.

  • Must be able to respond to urgent process safety, environmental, chemical release, fire safety or abnormal operations during working hours and, when required, outside normal working hours to support site needs.

  • Requires sufficient visual acuity, attention to detail and situational awareness to verify field conditions against drawings, identify abnormal conditions and communicate hazards promptly.

Work Environment
  • Site-based high-hazard manufacturing environment including EO processes, chemical storage and handling areas, utilities, compressed gases, process equipment, laboratories, warehouses, outdoor plant areas and office settings.

  • Work may involve exposure to controlled operational hazards such as flammable or toxic materials, sterilization gases, chemical vapors, noise, heat, pressurized systems, moving equipment, forklifts, energized equipment, work at height, confined space, hot work and contractor activities.

  • Role requires disciplined adherence to permit-to-work, MOC, PSSR, LOTO, chemical handling, emergency response, environmental controls and site PPE requirements before entering or supporting higher-risk areas.

  • Work is performed in a fast-paced manufacturing environment with regular interaction with Operations, Engineering, Maintenance, Facilities, Quality, EHS, contractors, auditors, regulators and BD corporate stakeholders.

  • Flexibility is required to support audits, shutdowns, commissioning, start-up, emergency drills, incident response, regulatory inspections and time-critical process safety or environmental actions.
