Job summary

HTX (Home Team Science & Technology Agency) seeks an experienced Intelligence Analytics and Anti-Scam ICT solutions lead to collaborate with HTX's stakeholders and guide system delivery. You will shape data pipelines, AI/ML capabilities, and secure hybrid cloud solutions for sensitive operations.

Qualifications

• A Degree in Computer Studies, Information Technology, Data Science/Analytics, Electronics, Communications Engineering or other engineering or IT-related degree.
• Minimum 10 years of working experience in either Analytics solution deployment or technical R&D.
• Prior experiences and vast knowledge in Intelligence analytical work, and dissemination.
• Possess a good understanding of ICT solutioning and networks, knowledge of system and network infrastructure, cybersecurity awareness with knowledge of Government IM8, project management and service delivery.
• Possess strong ability in facilitating, organising and foresightedness to drive technologies.

Responsibilities

• Develop subject matter expertise in the area of Intelligence Analytics Systems and tradecraft on data collection, analysis and dissemination.
• Understand Intelligence Analytics business and technical needs and communicate complex data concepts with various stakeholders across Intel units in the Home Team.
• Align the business needs across the intelligence fraternity; and constantly align and harmonise across Programmes or Enterprise Initiatives to achieve the operational efficiency (i.e., reduce cost and effort).
• Lead and formulate the solution and platform stack through understanding of the business needs of various Programmes and Maintenance Systems managed under Intelligence Analytics System & Anti Scam, and other Intel units in the Home Team.
• Work closely with Head Intelligence Analytics Systems and Head Anti-Scam to develop solutions to meet requirements. Provide support at the various stages in the ICT Development lifecycle (AOR, AOB, Procurement and Delivery).

What The Role Is

This role will be supporting Intel PMC Director and Deputy Director (Intelligence Analytics System & Anti Scam) to lead in the technical ICT solutioning, to collaborate with key stakeholders and to support team on new initiatives, system project delivery. Experienced in Intelligence Analytics Systems and Anti Scam workflow and domain tradecraft. Technical knowledge in the area of Intelligence Analytics solutioning, Artificial Intelligence, Data Analytics, Data Management and Data Architecture, Cloud, System and Network infrastructure and Cybersecurity technologies.

What You Will Be Working On

• Develop subject matter expertise in the area of Intelligence Analytics Systems and tradecraft on data collection, analysis and dissemination. Strong understanding of data pipelines and orchestration, network analysis, MLOps, data and AI Modelling, and POLE-based sense-making with GIS capabilities.
• Understand Intelligence Analytics business and technical needs and communicate complex data concepts with various stakeholders across Intel units in the Home Team.
• Align the business needs across the intelligence fraternity; and constantly align and harmonise across Programmes or Enterprise Initiatives to achieve the operational efficiency (i.e., reduce cost and effort).
• Lead and formulate the solution and platform stack through understanding of the business needs of various Programmes and Maintenance Systems managed under Intelligence Analytics System & Anti Scam, and other Intel units in the Home Team.
• Work closely with Head Intelligence Analytics Systems and Head Anti-Scam to develop solutions to meet requirements. Provide support at the various stages in the ICT Development lifecycle (AOR, AOB, Procurement and Delivery).
• Define and maintain technical standards and best practices for Intelligence Analytics projects across HTDs, taking into consideration the operational concerns and constraints faced by Intel units and the data and analytics needs.
• Be familiar with the operational and technical considerations, implications for hybrid on-prem and cloud (GCC) deployment and to safeguard data and preserve operations secrecy in such operating model.
• To be familiar with MHA and HTX ’s Enterprise IT strategies, enterprise tech stack, Cloud, System and Network Infrastructure, Standards and Architecture for developing and managing projects. To establish or collaborate with PMG-NEXUS teams, xCloud, xData, Cybersecurity, ICT Infra and other COEs.
• To keep ahead of market trends and technologies in meeting analytical and operational needs
• Scout the industry to identify proven technologies to be applied for use cases for Intelligence Analytics and Anti Scam projects and the various Intel units.
• Leverage on initiatives, platforms and connections within HTX, such as HATCH and other HTX units, as well as industry to explore and drive innovative solutions that may be applied for use cases for Intel PMC and the various Intel units.
• Stay abreast of industry trends by attending conferences, seminars and exhibitions, as well as through proactive engagements and building a network of contacts in the technology ecosystem such as vendors and with other government Intel agencies.
• Identify key technical competencies required for Intelligence Analytics Systems and Anti-Scam solutions, and develop the frameworks for various team members to upskill.
• Coaching and guidance to project team members on technical solutioning and application of domain areas and technical areas to meet business needs.

All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
