Job summary

HTX is Singapore’s world-class Science and Technology agency delivering transformative, operationally-ready solutions for homeland security. The Lead/Engineer will help manage ICT projects, focusing on cloud platforms, containers, data integration, and security across border security operations.

He/she will coordinate with HTX’s Ops Systems and ICT Infrastructure teams to deliver end-to-end projects, from concept to operationalisation, while engaging stakeholders and ensuring quality and

Qualifications

• Tertiary qualification in Engineering/Computer Science/Information Technology or related disciplines.
• 3–5 years of relevant working experience preferred.
• Strong knowledge of cloud modernization, containers, data integration, disaster recovery and security.

Responsibilities

• Assist Deputy Director/Head to secure approval for project requirements papers and ensure delivery within schedule and budget.
• Provide regular updates to management on milestones, issues and expenditures.
• Ensure projects follow the approved plan, meeting operational needs, cost, duration and scope.
• Engage and manage stakeholders to deliver systems and outcomes.
• Resolve production issues promptly with minimal operational impact and report incidents as required.
• Prepare technical documents (specifications, design documents, interface agreements, test plans) for tenders and testing.
• Liaise with external agencies and Home Team Departments to obtain necessary systems and data via interfaces.
• Share deep technology knowledge and advise users on requirements and budgeting.
• Collaborate with infrastructure teams to ensure system support, central integration, and operations.

Lead/Engineer assists the Deputy Director/Head to manage and deliver projects in areas such as enterprise ICT infrastructures, platforms, systems and applications, cybersecurity measures and data ops management.

Together with HTX’s Ops Systems and ICT Infrastructure Sustainment Centres, ICPMC aligns with ICA work units to support its operational needs in different aspects of border security and immigration/registration work – from project conceptualisation to system development and operationalisation.

What You Will Be Working On

The job-holder will be responsible for the following:

• Support Deputy Director/Head to obtain approval of Approval of Requirements papers for projects, and ensure timely delivery of projects within the committed schedule and budget. Possess sound knowledge of project management concepts, methodologies, techniques and best practices. Able to put project management theories into practice.
• Provide regular updates to management on the project progress, highlighting project milestones, issues and expenditure.
• Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and scope.
• Effectively engage and manage all relevant stakeholders to deliver system.
• Ensure that all production system problems of the projects are resolved in a timely manner and operations' impact is kept to a minimal. Reports the incident according to incident management plans and provide timely updates to various stakeholders on major project incidences.
• Prepare project documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required. Ensure that all project deliverables meet the required quality standards.
• Work with external agencies and/or Home Team Departments (HTDs) to bring in the necessary systems and data through proper technical interface agreements.
• Exhibit deep understanding of the technologies required for the projects and share such knowledge within the organisation.
• Understand users’ environment for accepted practices and behaviours, decision making and communication style, departmental/divisional history and key experiences, jargon and special terminologies. Able to interact and influence users on technology issues and demonstrate value as technology advisor. Provide assistance to the users in Specification of Requirement writing and budgeting.
• Work closely with infrastructure team to incorporate system support, central infrastructure integration, maintenance and operation.

• Tertiary qualification in Engineering/ Computer Science/ Information Technology or relevant disciplines
• Preferably more than 3-5 years of relevant working experience.
• Demonstrate deep knowledge in technologies, especially in the areas of Cloud technology application modernisation, Containers, Data integration/exchange, disaster recovery, Ransomware protection and Cloud Technology.

Personal Characteristics & Behaviours

• Has strong planning and project management skills. PMP or equivalent certification would be an advantage.
• Is able to work independently and as a team.
• Has good interpersonal and communications skills for internal/external stakeholder engagement.
• Is Familiar with the Home Team environment would be an advantage.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
