Job summary

GovTech, Singapore, is hiring a Principal/Lead Designer for the WINS programme. You will shape experience strategy at system and programme level, influencing across product, engineering, operations, and policy to deliver user-centric, compliant, scalable government services.

You will lead through influence, establish design standards, and mentor teams while advancing AI-assisted workflows and data-driven decisions to improve public services.

Qualifications

• 15+ years of experience in system design, service design, product design, or design strategy with impact on service delivery and performance.
• Proven experience leading design across complex, multi-stakeholder environments.
• Strong systems and service design thinking connecting user needs, operations, policy, and technology.
• Experience building design or innovation capabilities from scratch that scale across organizations.
• Experience in regulated or high-stakes environments (government, healthcare, financial services).

Responsibilities

• Own end-to-end experience vision across products, systems, and touchpoints.
• Identify systemic pain points and translate policy/technical challenges into clear design direction.
• Shape and steward common capabilities to scale solutions quickly and guide delivery priorities.
• Establish and evolve design standards, frameworks, and quality bars across the programme.
• Strengthen data and measurement to track outcomes and efficiency.
• Partner with cross-functional leaders to align decisions with policy and operational goals.
• Mentor designers, facilitate critique, and grow design maturity within WINS and WPD.
• Drive validation of new design approaches and AI tools for public service design.
