Job summary

Ministry Of Social And Family Development in Singapore is seeking a policy and governance professional to join the SIR Directorate, CCPO branch, supporting CaseCentral governance and operational policy development. You will help design SOPs and workflows to align with MSF and Whole-of-Government standards for data governance and IM practices.

You will work across policy, operations and ICT, guiding change management, stakeholder engagement, data sharing, and cross-agency coordination to deliver

Responsibilities

• Governance and Ops Policy Framework Development: co-develop or review policies, translate into workflows and SOPs; identify governance gaps and propose solutions.
• System Change Governance and Prioritisation: manage intake and prioritisation of enhancement requests; facilitate stakeholder discussions; ensure traceability.
• Operationalisation and Implementation Readiness: develop onboarding frameworks, rollout playbooks, SOPs; plan data migration; conduct pre-go-live risk assessments.
• Change Management and Stakeholder Engagement: design CM strategies; build Change Champion networks; coordinate communications and training; gather user feedback.
• Cross-Agency Coordination and Data Sharing: develop consent framework; advise on data governance for interfaces and integrations.
• System Operations and Product Operations Management: oversee triage, escalation, performance monitoring; coordinate with ICT partners to maintain SLAs.
• Documentation and Knowledge Management: maintain SOPs, guides, process maps; establish knowledge transfer frameworks.
• Project and Implementation Coordination: contribute to planning, milestone tracking and delivery coordination; manage risks and ensure governance compliance.
