Job summary

Recruit Express Pte Ltd is seeking an Electrical Engineer to represent the project owner on a major Singapore construction project. Responsibilities

• Review electrical designs, drawings and calculations prepared by consultants and monitor contractor work.
• Ensure designs comply with Singapore regulations, BCA Green Mark, and sustainability requirements while meeting safety, time and budget goals.
• Support tender/procurement processes by reviewing documents and providing technical recommendations.
• Monitor site electrical works and coordinate with consultants, contractors and stakeholders to resolve technical issues.
• Oversee testing and commissioning of electrical systems (power distribution, generators, UPS, lighting, ELV) and ensure proper handover with as-built drawings and maintenance manuals.

Job description

As the Electrical Engineer representing the project owner, you will oversee the electrical aspects of a project from the planning stage until completion and handover. You will review designs prepared by consultants, monitor contractors' work, and ensure the project is completed safely, on schedule, within budget, and in compliance with Singapore regulations and sustainability requirements.

Main Responsibilities

Design & Planning Stage

• Prepare the project's electrical requirements based on business and operational needs.

• Review electrical designs, drawings, and calculations submitted by consultants.

• Suggest cost-saving and efficiency improvements without affecting quality or safety.

• Ensure designs comply with BCA Green Mark and Singapore standards.

Tender & Procurement

• Support the QS/Commercial team in reviewing tender documents and specifications.

• Evaluate quotations and bids from consultants and contractors.

• Provide technical recommendations during contractor selection.

Construction & Project Management

• Monitor site electrical works to ensure they follow approved drawings and Singapore standards.

• Coordinate with consultants, contractors, and stakeholders to resolve technical issues.

• Review variation orders (VOs) and extension-of-time (EOT) requests from contractors.

• Ensure workplace safety requirements are followed on site.

Testing & Handover

• Oversee testing and commissioning of electrical systems such as power distribution, generators, UPS, lighting, and ELV systems.

• Follow up on defect rectification during the warranty/defect liability period.

• Ensure all as-built drawings and maintenance manuals are properly handed over to the facility management team.

Requirements

Education

• Bachelor's Degree in Electrical Engineering or a related field.

• Degree from a university recognized by Singapore's Professional Engineers Board (PEB) is preferred.

Experience

• At least 5-8 years of experience in Singapore's construction or engineering industry.

• Strong experience with M&E consulting firms or major construction contractors.

• Experience in large commercial buildings, data centres, hospitals, or high-end residential projects is preferred.

• Experience working for a developer/client-side or project management company is an advantage.
