Job summary

National Arts Council Singapore is seeking a Senior Manager/Manager (People & Culture – People Policy) to design, implement, and administer a comprehensive suite of human resource programmes that attract, retain, and motivate talent. The role oversees end-to-end management of the performance appraisal process, payroll and superannuation administration, and benefits communications.

You will ensure compliance with Civil Service frameworks, lead payroll and budgeting activities, and partner with HR

Qualifications

• Understanding of Civil Service performance appraisal frameworks and compensation basics.
• Knowledge of payroll, CPF, IRAS obligations, and Employment Act considerations.
• Familiarity with benefits administration including medical and dental plans.
• Experience with HR information systems and salary benchmarking is a plus.

Responsibilities

• Oversee end-to-end performance appraisal processes, calendars, and communications.
• Manage compensation, payroll, and superannuation administration per policy and laws.
• Administer employee benefits programs and ensure compliant processing and communication.
• Support budgeting for Expenditure on Manpower and provide data-driven insights.
