Job summary

GovTech, Singapore, seeks a Senior Manager/Manager (People & Culture – People Policy) to design, implement, and administer HR programmes that attract, retain, and motivate talent within the Singapore Public Service.

You will lead end-to-end performance appraisal administration, oversee compensation, payroll, and benefits, support salary reviews, and ensure accurate records and compliant, transparent communications to employees.

Qualifications

• Experience with civil service performance appraisal frameworks and compensation principles.
• Knowledge of payroll, CPF, IRAS, and Employment Act obligations.
• Experience in benefits administration including medical, dental, and flexible benefits.
• Familiarity with HRIS and payroll platforms; knowledge of government budgeting processes.

Responsibilities

• Oversee end-to-end administration of the performance appraisal cycle and ensure alignment with HR policies and timelines.
• Manage compensation functions incl. salary structures, reviews, and changes; work with HR partners for analytics and policy compliance.
• Administer employee benefits (medical, dental, Flexi-Benefits) with accurate processing and timely communication.
• Coordinate payroll and superannuation activities with payroll partner; ensure statutory reporting and tax compliance.
• Support budgeting with manpower cost data and variance analysis.
