Job summary

Housing & Development Board seeks a proactive risk leadership professional to strengthen organisational resilience through enterprise risk management and emergency planning. You will review and enhance ERM frameworks, develop policies and tools, and work with stakeholders to monitor enterprise risks.

The role may also cover C3 system lifecycle activities and readiness exercises. You should bring a background in business, IT or risk management, plus strong analytical, writing and presentation

• Experience in risk-management, business continuity, operational readiness or crisis management is advantageous.

Responsibilities

What the role is

You will be part of the core team that is responsible for strengthening the Board's resilience to anticipate, prepare for and respond to a broad spectrum of risks, operational disruptions, emergencies.

What you will be working on

Working closely with internal stakeholders and Whole-of-Government (WOG) agencies, you will drive strategic initiatives to enhance organisational resilience through enterprise risk management (ERM), civil and national emergency planning. You lead the review and enhance ERM framework to strengthen risk governance. This includes developing risk management policies, methodologies and tools, working with group risk leads to identify, assess and monitor enterprise-level risks. You will also drive the institutionalisation of a strong risk culture within HDB, equipping staff with the knowledge and capabilities to manage risks effectively. Depending on the candidates’ experience, the role may also involves developing strategies and operational plans, driving validation exercises and readiness programmes to strengthen HDB's preparedness for emergencies. Candidate with relevant experience, could also work on the product lifecycle of a new Command, Control and Communications (C3) System, including planning, design, development, testing, deployment, and transition to operations incl maintenance. Key works can include managing project governance, schedules, budget, procurement activities, vendor performance, contractual deliverables and overseeing system testing, exercises, and readiness onboarding/assessments, including regular progress reporting, simulation exercises and trainings/briefings to ensure a high level of organisational preparedness.

You should possess a background in Business, Information Technology, Risk Management or any other suitable discipline. You are a self-motivated team player, with an inquisitive mindset, good analytical, interpersonal, writing and presentation skills. Candidates with relevant experience in risk-management, business continuity, operational readiness and crisis management / emergency preparedness role or experience in development and implementation of users-centric and integrated workflow system will have an added advantage. You should also be self-driven and have a strong sense of purpose and mission in yourself and work you are involved in.
