Job summary

Inchcape Shipping Services is seeking an experienced Offshore Superintendent to oversee vessel and offshore project activities in a dynamic environment in Singapore. You will coordinate with vessel Masters, port agents and clients to ensure safe, efficient and timely execution of operations.

The role requires strong knowledge of vessel documentation, port clearance, HSE practices and stakeholder management, with a focus on planning, mobilization, and offshore logistics across complex projects.

Qualifications

• Diploma or Degree in Marine Engineering, Naval Architecture, Offshore Engineering, Mechanical Engineering, Maritime Studies, Marine Operations or related discipline.
• Min 3–5 years of offshore/marine/vessel operations experience.
• Experience coordinating with Port Agents, Vessel Masters, Ship Managers, clients and marine service providers.
• Strong understanding of vessel documentation and port-clearance processes.
• Familiarity with HSE requirements and risk assessments.
• MS Office proficiency (Excel, Word, PowerPoint).
• Familiarity with Optic or similar digital marine/offshore systems.
• Strong organizational, communication and stakeholder-management skills.

Responsibilities

Main Purpose of Job

We are seeking an experienced and hands‑on Offshore Superintendent to take overall operational responsibility for the safe, efficient and timely execution of vessel and offshore project activities.

The Offshore Superintendent will act as the principal operational interface between the company, vessel Master and crew, Ship Management Company, appointed Port Agent, clients, offshore teams, contractors, vendors and relevant authorities.

The role covers integrated vessel operations, marine agency coordination, ship management coordination, port calls, mobilization and demobilization, offshore logistics, HSE compliance, documentation and project execution.

The appointed Port Agent will be responsible for statutory port‑agency functions and formal clearance submissions. The Offshore Superintendent will maintain operational oversight and accountability to ensure all port, vessel, technical, logistical and project requirements are properly coordinated, followed up and completed within the required timeframe.

The successful candidate should be comfortable working in a dynamic offshore environment, managing multiple stakeholders and taking ownership of operational issues from planning through to completion.

Key Responsibilities

Overall Offshore & Vessel Operations

• Take operational ownership for the safe, efficient and timely execution of vessel and offshore project activities.
• Plan, coordinate and monitor vessel mobilization, demobilization, port calls and offshore operations.
• Monitor vessel movements, operational schedules, cargo activities, crew changes and offshore logistics.
• Coordinate with vessel Masters, offshore personnel, clients, Ship Management, Port Agents, contractors, vendors and marine service providers.
• Monitor operational readiness and identify potential constraints that may affect safety, schedule, cost or project execution.
• Take timely corrective action and escalated significant operational issues to management.
• Ensure effective handover and continuity of information between vessel, shore-based teams and project stakeholders.

Integrated Marine Agency & Ship Management Coordination

• Act as the principal operational coordination point between the vessel, Port Agent, Ship Management Company, client and project team.
• Integrate marine‑agency and ship‑management activities to ensure smooth vessel operations from arrival through departure.
• Coordinate with the Ship Manager on vessel readiness, technical support, maintenance, repairs, spares, stores, statutory/class documentation and other shore-based requirements.
• Coordinate with the Port Agent on port‑call arrangements, clearance formalities, immigration, customs, pilotage, tug services, berth/anchorage and other port services.
• Ensure the Port Agent and Ship Management team are aligned with vessel schedules, project requirements and operational priorities.
• Monitor outstanding actions between the vessel, Port Agent and Ship Manager and ensure timely closure.
• Coordinate service engineers, technicians, contractors and specialist support during port calls where required.
• Support coordination of repairs and maintenance during port stays while minimizing vessel downtime.
• Monitor the availability and validity of vessel certificates, statutory documents, class requirements, insurance documents and other operational records in coordination with the Ship Manager.
• Coordinate crew changes, crew travel, accommodation, medical requirements and related logistics with the Ship Manager and Port Agent, where applicable.
• Coordinate bunkering, fresh water, provisions, stores, waste disposal, spare parts and other vessel services.
• Monitor marine‑agency and ship‑management service performance and escalated unresolved issues.
• Maintain an integrated vessel operational tracker covering port call, agency, technical, crew, logistics, HSE and project requirements.

Offshore Logistics & Project Execution

• Lead and coordinate offshore mobilization and demobilization activities.
• Ensure personnel, cargo, equipment, materials and documentation are available as required.
• Coordinate marine and offshore logistics in accordance with project schedules.
• Coordinate procurement and marine/offshore service requirements.
• Monitor vessel and project schedules and identify potential delays.
• Develop practical recovery actions to minimize schedule impact.
• Minimize vessel standby time, operational downtime and avoidable project costs.
• Support project management in achieving operational, commercial and contractual objectives.
• Ensure effective coordination between offshore operations and shore‑based project support.

HSE, Marine & Regulatory Compliance

• Promote and maintain a strong HSE and marine safety culture across all operations.
• Ensure activities are performed in accordance with company, client, marine and applicable regulatory requirements.
• Ensure appropriate risk assessments, JSA/JHA, method statements, permits and operational controls are implemented where required.
• Monitor compliance during vessel and offshore activities.
• Intervene and escalated where unsafe or non‑compliant activities are identified.
• Support investigation and close‑out of incidents, near misses and non‑conformities.
• Monitor corrective and preventive actions through to completion.
• Maintain awareness of applicable marine, port and offshore regulatory requirements.

Client & Stakeholder Management

• Act as a key operational contact for clients and project stakeholders.
• Maintain effective communication with vessel Masters, Ship Managers, Port Agents, offshore crews, vendors and contractors.
• Provide timely operational updates, status reports, risk assessments and recommendations.
• Coordinate multiple stakeholders to ensure smooth execution of vessel and offshore activities.
• Build effective working relationships with clients, authorities, service providers and project partners.
• Represent the company's operational interests professionally and effectively.

Reporting, Documentation & Cost Control

• Prepare and maintain daily vessel and offshore operational reports.
• Maintain vessel movement, port‑call, mobilization and project trackers.
• Monitor clearance and documentation status through the appointed Port Agent.
• Maintain records of operational delays, incidents, deviations and corrective actions.
• Review operational records supporting project billing and cost control.
• Monitor port‑agency and marine‑service costs and highlight significant variances.
• Maintain proper documentation for project, contractual, HSE, compliance and audit requirements.
• Provide management with regular operational performance and exception reports.

Requirements

• Diploma or Degree in Marine Engineering, Naval Architecture, Offshore Engineering, Mechanical Engineering, Maritime Studies, Marine Operations, Project Management or a related discipline.
• Min 3 - 5 years of relevant experience in offshore, marine, vessel operations, shipyard, FPSO, oil & gas or energy projects preferred.
• Candidates with strong vessel operations, marine agency or ship‑management coordination experience are encouraged to apply.
• Practical understanding of vessel operations, marine logistics, port calls and offshore mobilization.
• Experience coordinating with Port Agents, Vessel Masters, Ship Managers, clients, contractors and marine service providers.
• Good understanding of vessel documentation, port‑clearance processes and marine operational requirements.
