Job summary

Meta is expanding its APAC network infrastructure and seeks a Network Development Manager to lead subsea cable investments, capacity and fiber leases, and related construction. You will work with partners to design strategies that deliver competitive economics, scalability, reliability, and high availability across the network footprint.

Qualifications

• 8+ years of relevant experience in network development and infrastructure.
• Experience with subsea cables, fiber infrastructure, and carrier market players.
• Experience applying responsible AI practices (risk assessment, bias mitigation).
• Financial or data modeling experience with quantitative analysis.
• Proven ability to coordinate procurement, construction and ops across multi-workstreams.
• Experience integrating AI tools to optimize workflows and drive impact.
• Demonstrated deal execution and collaboration with cross-functional teams.

Job description

To support the fast growing user community and the introduction of new and innovative products and services, we are continually expanding our backbone network infrastructure around the globe. We are looking for a Network Development Manager to join our APAC network infrastructure group to support our growing network footprint needs. You will lead network investments through subsea cable investments, capacity and dark fiber leases and acquisitions, network infrastructure development, and construction, . Demonstrated subsea cable experience will be essential. You will — often working with partners and vendors — develop and implement strategies to provide Meta with competitive economics, flexibility and scalability, reliable delivery and high availability as well as optimized operation and maintenance arrangements.

• BA/BSc or equivalent in a technical or business-related field with 8+ years of relevant experience
• Experience in subsea cables, fiber infrastructure, and carrier market players, and familiarity with evolving commercial trends
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Financial or data modeling experience and the ability to quantitatively analyze and present findings
• Project management experience, including coordinating procurement, construction, and operational teams across multiple workstreams including for procurement, construction and operational teams
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Demonstrates a proven track record of major deal execution and understanding of subsea cables (preferably) and/or terrestrial fiber infrastructure
• Experience communicating investment analyses and recommendations to cross-functional stakeholders and external partners, including relationship building and collaboration across diverse teams
• Familiarity with network automation frameworks and data-driven capacity modeling tools used to support large-scale infrastructure investment decisions
• Proven experience with major business development projects and managing joint investments with partners across multiple regions
