Job summary

SPRING VALLEY SHIPPING MANAGEMENT PTE. LTD. in Singapore seeks a hands-on Master Mariner to lead on-deck operations across its bulk fleet. You will sail to ships, conduct inspections on deck, sign findings, and implement recommendations fleet-wide.

This role offers a clear path to Deputy DPA/CSO for the right candidate and requires a strong command background, bulk carrier experience, and vigilance with ISM/ISPS/MLC regimes. Willingness to travel on short notice is essential.

Qualifications

• Master Mariner with command experience on bulk carriers.
• Familiar with IMSBC, stability, hold cleaning and inspection economics.
• Solid knowledge of ISM/ISPS/MLC and RightShip/Port State regimes.

Responsibilities

• The marine standard across vessels: navigation, cargo, mooring, and bridge navigation; set expectations with Masters and verify onboard.
• Vetting and RightShip performance: attend inspections and close out findings with team support.
• Incident investigation and CAPA: root cause analysis and ownership of corrective actions until effective.
• The safety management system: plan and conduct ISM/ISPS audits ashore and afloat, review procedures, adopt new requirements.
• Crew competence: sail-in training visits, senior officer briefings, input into recruitment of sea staff.
• Deputy DPA/CSO duties: support ISM/ISPS matters and stand in during absence.

Job description

We are a Singapore bulk carrier owner-operator with commercial and technical management under one roof - about 40 people, one office, and no overseas head office to wait on for a decision.

This is a hands-on marine desk, not a mailbox. You will sail out to your ships, stand on deck during inspections, sign your own findings, and see your recommendations implemented across the fleet. The role carries a defined path to Deputy DPA/CSO for the right Master Mariner.

What you will own

• The marine standard across your assigned vessels - navigation, cargo, mooring and bridge navigation practice. You set the expectation with the Master, and you verify it onboard.
• Vetting and RightShip performance. You attend inspections in person, and you close out Flag, Port State, Class and charterer findings with the support from the team members.
• Incident investigation and CAPA. Root cause analysis on casualties, near-misses and off-track performance - and ownership of the corrective actions and preventive measures until they actually work.
• The safety management system. Plan and conduct ISM/ISPS internal audits ashore and afloat, review procedures, and bring forthcoming IMO, Flag and Port requirements into the system before enforce.
• Crew competence. Sail-in training visits, Master and senior officer briefings, and input into the recruitment of senior sea staff.
• Deputy DPA/CSO duties - supporting the DPA/CSO on ISM and ISPS matters and standing in during absence.

What you bring

• Class 1 Certificate of Competency (Master Mariner). Command experience preferred.
• Solid bulk carrier background - you know IMSBC, stability during multi-port loading, hold cleaning, and what a failed hold inspection costs.
• Working knowledge of ISM, ISPS, MLC and the RightShip / Port State regime; formal internal auditor training an advantage.
• Sound judgement under time pressure, and the confidence to give a Master an honest answer.
• Willingness to travel at short notice.
