Job summary

WIDESHINE MANAGEMENT PTE. LTD. seeks an experienced Master Mariner to oversee navigational operations, crew vetting, and ships' operation support for VLGC/VLEC fleets. The role requires familiarity with ISM/ISPS/SOLAS/MARPOL and strong leadership in safety and compliance.

You will coordinate with Masters and shore staff, ensure regulatory adherence, and guide vessel inspections and safety meetings. Fluent English and prior senior seagoing experience are essential.

Qualifications

  • Master Mariner (unlimited) Class 1 COC.
  • Minimum 3 years' captain experience on VLGC or VLEC.
  • Familiar with international/domestic navigation laws and ISM/ISPS/SOLAS/MARPOL/ISO standards.
  • Strong organizational and coordination abilities.
  • Proficient in spoken and written English.

Responsibilities

  • Liaise with Masters on charting, publications, ENC updating and navigational issues.
  • Inform vessels of regulations, company policy and safety rules.
  • Liaise with Masters on maintenance of safety and lifesaving equipment and provide navigational information.

Job description

Reports to: Marine Safety Manager

Job Descriptions:
A. Navigational Operation
  • Liaise with Masters on chart/publication/ENC updating & navigational issues.
  • Informs vessels of National, Class, International regulations and rules in force.
  • Informs vessels of Company's policy and regulations in force.
  • Liaise with Masters on maintenance of LSA/FFA equipment.
  • Provide Masters with navigational information where required.
B. Crew Operation
  • Vetting of officers and crew for employment on vessels.
  • Organise familiarisation and plan overlapping of senior officers.
  • Handling of crew disciplinary matters.
  • To liaise with Crewing Executive Officer on crew performance.
  • Provide briefing to senior deck officers joining vessels.
  • Debriefing of returning senior deck officers.
C. Ships' Operation
  • Liaise with Owners/Charterers on vessel operational matters.
  • Liaise with Master/Port Agents on operational and crew matters and/or schedule.
  • Attend to shipboard visits/inspections/surveys as per Company's policy. To submit written report to Marine Safety Manager.
  • During inspections, to review effectiveness of Company's ISM policies .
  • Issue necessary instructions pertaining to vessel safety matters.
  • Vetting of ships' monthly returns and plan vessels future requirements.
  • Monitoring vessels survey status pertaining to deck, status of validity of cargo gear, LSA and FFA equipment certification etc.
  • Vetting of charts and publications requisitions.
  • Shall arrange to inspect each vessel under his charge at intervals of not more than six months (-/+1 months). A check list, VIQ7, shall be used as guidance.
  • Any defects noted is to be listed in the defects list (form G-06) and signed by the Superintendent, the Master and Chief Engineer. He should also verify that the maintenance is being carried out in accordance to the PMS.
  • For all NC noted during the inspection, the Master is to raise a Non-conformance as per Company's Form S-05
  • At each visit on board, a safety meeting should also be carried out if time permits.
Minimum Requirements:
  • Possess Master Mariner (unlimited) Class 1 Certificate of Competence (COC).
  • With at least three years' experience of captain on vessels of VLGC (Very Large Gas Carrier) or VLEC (Very Large Ethane Carrier).
  • Be familiar with the international and domestic laws, conventions and regulations in relation to navigation and the up-to-date industry requirements of ISM, ISPS code, SOLAS convention, MARPOL73/78, IGC code, IBC code, ISO9001, ISO14001, ISO45001, TMSA etc. and marine affairs management.
  • Working Experience in related shore-based position will be an advantage.
  • ISM/ISO/ISPS Auditor qualification is an advantage.
  • Experience in Ship Vetting by Majors, Ship, and Terminal Operation will be an advantage.
  • With strong organization and coordination ability;
  • With good English language skills, both speaking and writing.
  • Strong sense of responsibility, initiative, integrity, and professionalism
  • Medical checkup and backgroup check will be required according to company policy.
