Job Summary
Lead marine operations to ensure compliance with international and local regulations, manage audits and inspections, oversee safety management, and coordinate resources to optimize vessel performance and safety.
Responsibilities
- Ensure compliance with operational and safety requirements of terminals, charterers, customers, and applicable international and local maritime regulations
- Manage marine management and navigation audits and inspections to meet regulatory standards
- Arrange and oversee audits and inspections by recognised organisations (RO) including ISM, ISPS, and MLC
- Coordinate and manage vetting inspections and submit reports on the OCIMF SIRE online platform
- Evaluate sea staff proficiency in their duties and understanding of the Safety Management System through ongoing training and feedback
- Supervise marine operations to ensure safe and effective execution in line with the Safety Management System
- Maintain and update vessels’ onboard notices and publications to ensure accuracy and currency
- Oversee maintenance, servicing, repair, and replacement of equipment and machinery for cargo operations and navigation to ensure operational readiness
- Investigate accidents and incidents, perform root-cause analysis, and implement corrective and preventive actions
- Develop and implement plans to comply with upcoming international and local marine safety, operational, and pollution-prevention regulations
- Monitor vessels’ operational and safety performance and provide regular updates to Fleet Manager and Director
- Communicate and coordinate with terminals, charterers, customers, and third parties on marine operations and inspection matters
- Liaise with P&I insurers to coordinate vessel surveys
- Delegate duties and deploy resources effectively to subordinates within the Marine Department
- Request and allocate shore-based support and resources to support marine operations
- Prepare and administer the Marine Department’s budget ensuring cost-effective utilization of funds
- Participate in periodic reviews and updates of the Safety Management System
- Serve as a member of the Emergency Response Team to support crisis management
Required competencies and certifications
- Seagoing experience as a Master with at least Certificate of Competency (CoC) class 1 or 2
- Minimum seven (7) years shore-based experience managing safety, health, and environmental compliance for product or chemical tankers
- Familiarity with international and local maritime regulations and requirements
