A*STAR Research Entities is seeking an organized Manager, Talent Deployment to oversee manpower administration, staff deployment, and matching staff to project needs.

The role collaborates with project leaders, HR and Finance to ensure accurate manpower data, timely deployments, and compliant grant administration. Experience in large organisations and ERP systems is preferred.

Qualifications

  • Degree in Business, Finance, HR, Public Administration or related field.
  • At least 5 years in manpower administration, workforce planning or similar.
  • Experience in public-sector or large organisations is an advantage.
  • Experience with ERP or workforce management systems is an advantage.
  • Strong Excel skills and ability to handle large data sets.

Job description

We are looking for an organised and proactive Manager, Talent Deployment to support manpower administration, staff deployment operations, and the coordination of staff-to-role matching based on organisational and project needs. The role will help maintain reliable workforce and capability information, support deployment decisions, and ensure that approved manpower requirements are implemented accurately and on time.

You will oversee workforce records, staff deployment and allocation administration, grant funding requests and grant-audit support. Working closely with project leaders, department heads, Human Resources and Finance colleagues, you will support timely and appropriate matching of staff to approved manpower requirements, taking into account relevant skills, experience, availability and deployment constraints.

Key Responsibilities
Manpower Administration and Workforce Records
  • Maintain accurate records of staff strength, vacancies, new hires, transfers, resignations, staffing commitments and deployment-related information to support workforce planning and staff matching decisions.
  • Maintain the register of recruitment requests and track their progress from submission through approval, hiring and closure.
  • Prepare regular manpower reports and workforce summaries for management and relevant stakeholders.
  • Coordinate requests relating to project assignments and staffing needs, ensuring that documentation and approvals are complete.
  • Maintain a reliable and up-to-date source of information on staff headcount, employment status and project assignments.
  • Provide day-to-day guidance, review and quality assurance for team members supporting manpower administration and staff deployment activities.
Staff Deployment and Allocation
  • Support the administration and coordination of staff deployment and work allocation requests.
  • Maintain accurate records of staff assignments, allocation changes, staff capabilities, experience, availability and related approvals to support the matching of staff to organisational and project needs.
  • Coordinate with project leaders and department heads to assess staffing requirements and identify suitable deployment options that are aligned with approved manpower plans and funding conditions.
  • Support deployment recommendations by considering skills, prior experience, availability, current assignments and approved manpower requirements.
  • Perform headcount and budget availability checks prior to deployment, ensuring that proposed staff allocations comply with approved manpower plans, funding conditions and organisational policies.
  • Update staff deployment and allocation information in the organisation's business system each month, ensuring submissions are accurate and on time.
  • Coordinate with relevant colleagues to support timely implementation of approved staff assignments.
Grant Funding Requests and Audit Support
  • Coordinate the submission and tracking of grant funding requests, ensuring that requests are complete, supported by the required documents and submitted on time.
  • Maintain clear and complete records of grant-related manpower commitments, funding approvals and changes.
  • Support the preparation of documents, schedules and explanations required for internal and external grant audits.
  • Follow up on audit queries and coordinate responses with project teams, Finance and other relevant colleagues.
  • Identify gaps or inconsistencies in grant and manpower records, and take action to improve documentation and compliance.
Process Improvement and Stakeholder Support
  • Develop and improve workforce trackers, reporting tools, templates and work processes to enhance accuracy, timeliness and ease of use.
  • Provide guidance to project teams and administrative colleagues on staff allocation, manpower administration and grant-related processes.
  • Work closely with Human Resources and Finance teams to resolve data discrepancies, process issues and operational bottlenecks.
  • Ensure that all records are complete, properly maintained and handled with confidentiality.
Qualifications and Experience
  • A degree in Business, Finance, Accountancy, Human Resources, Public Administration or a related discipline.
  • At least 5 years of relevant experience in manpower administration, workforce planning, resource management, human resources operations, grant administration, audit support or a similar function.
  • Experience in a public-sector, research, academic or large organisation will be an advantage.
  • Experience with enterprise resource planning or workforce management systems will be an advantage.
  • Strong Microsoft Excel skills and confidence in managing large datasets, trackers and reports.
  • Ability to analyse staff and operational information, identify issues and provide practical recommendations.
