Job Description/Responsibilities:

1. Maintenance Management

  • Plan, schedule, and oversee the preventive and corrective maintenance of M&E systems, including ACMV, electrical, plumbing, elevators, and fire protection systems.
  • Ensure compliance with statutory requirements for equipment and systems, such as inspections and certifications.
  • Conduct regular inspections of M&E installations to identify potential issues and recommend solutions.

2. Vendor and Contractor Management

  • Manage and supervise external service providers and contractors to ensure service quality and adherence to maintenance schedules.
  • Evaluate and negotiate contracts, ensuring cost efficiency without compromising quality.
  • Oversee repair works and renovations to ensure they align with mall standards and safety regulations.

3. Energy Management

  • Monitor and analyse energy consumption, proposing strategies for energy efficiency and cost reduction.
  • Implement and maintain energy management systems (eg. Building Management System, BMS).
  • Stay updated on sustainability initiatives and ensure compliance with green building standards if applicable.

4. Budgeting and Cost Control

  • Prepare and manage budgets for M&E operations, ensuring cost-effective use of resources.
  • Track expenses and ensure all works remain within approved budgets.
  • Provide detailed reports on expenditures and recommend cost-saving measures.

5. Crisis and Risk Management

  • Lead emergency response efforts for M&E-related incidents, such as power outages, fire alarm activations, or equipment malfunctions.
  • Develop and maintain contingency plans for critical system failures.
  • Ensure compliance with safety protocols to mitigate operational risks.

6. Compliance and Reporting

  • Ensure all M&E operations comply with local building codes, workplace safety, and health regulations.
  • Prepare and submit regulatory documentation and reports.
  • Coordinate audits and inspections from government authorities or certification bodies.

7. Team Leadership and Development

  • Supervise and guide the in-house M&E team, providing training and development to enhance their technical skills.
  • Delegate tasks effectively and monitor performance to ensure high operational standards.
  • Foster a culture of teamwork and accountability among staff.

8. Project Management

  • Manage M&E aspects of renovation or upgrading projects, ensuring timely completion and quality assurance.
  • Coordinate with architects, engineers, and contractors during planning and execution phases.
  • Monitor project progress and address technical challenges.

9. Technology Integration

  • Evaluate and adopt new technologies to enhance operational efficiency, such as IoT for predictive maintenance or smart building solutions.
  • Maintain and troubleshoot automated systems, ensuring their optimal performance.

Key Qualification

  • Diploma or Degree in Mechanical, Electrical, Facilities Management, Building Services, or related engineering discipline.
  • Minimum 5 years of relevant experience in M&E operations, preferably within a retail or commercial building environment.
  • Strong technical knowledge of building systems and statutory requirements.
  • Familiar with BMS (Building Management System), permit-to-work systems, and maintenance software.
  • Good communication and coordination skills with both internal stakeholders and external vendors.
  • Ability to work independently and respond promptly during emergencies or breakdowns.
  • Hands-on, solution-oriented, and proactive in maintenance and facilities issues.

Preferred Qualifications / Skills:

  • Fire Safety Manager (FSM) certification is an advantage
  • Green Mark / Energy Management knowledge will be a plus
  • Familiarity with workplace safety practices (WSH certifications)
