The Ministry of Manpower (MOM) is seeking a Senior Manager/Manager in the Licensing Branch to assess licence applications and ensure compliance within the employment agency industry.

The Foreign Manpower Management Division’s work is to maintain high compliance of the work pass framework and to protect migrant workers (MWs) and migrant domestic workers (MDWs)’ basic rights. This helps businesses get the foreign manpower they need to grow, thereby providing employment opportunities for locals. The Licensing Branch supports the division’s mission by managing regulatory compliance and service standards of Employment Agencies (EAs).
As a Senior Manager/Manager in the Licensing Branch, you will assess licence applications in accordance with established licensing frameworks and service standards. This ensures that only eligible applicants are allowed to operate in the employment agency industry. You will also review investigation outcomes and determine the appropriate administrative actions for non‑compliance, such as issuing demerit points, suspending or revoking licences, in line with the licensing framework. Beyond casework, you will also contribute to initiatives that strengthen our licensing frameworks, streamline work processes, and improve service delivery.
